ASSEMBLY
The District Commissioners of the New Hanover County Water and Sewer District met in
Regular Session on Monday, June 15, 1998, at 10:55 a.m. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; William A.
Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen
O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for anyone from the public to present
an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their
remarks to three minutes. No items were presented.
AWARD OF CONTRACT #98-0225A TO BRYANT ELECTRIC FOR SECTION 1 OF THE
NORTHCHASE SEWER PROJECT
Chairman Greer reported staff has negotiated with the second lowest bidder, Bryant Electric,
for Section I of the NorthChase sewer project. The original bid was $2,044,505, and after
negotiation, Bryant Electric will perform the work for $1,978,195, which represents a reduction of
$66,310.
Since the project was bid, the N. C. Department of Transportation has notified the
Engineering Department that casting pipe under I-40 and Gordon Road will be required. The
increased length of the pipe changed the contract amount to $2,072,195.
Motion:
After discussion, District Commissioner Birzenieks MOVED, SECONDED by District
Commissioner Caster to award the contract to Bryant Electric Company in the amount of $2,072,195
and authorize the Chairman to execute the necessary contract documents. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
A copy of the contract is on file in the Legal Department.
ADOPTION OF FISCAL YEAR 1998-99 BUDGET ORDINANCE FOR THE NEW
HANOVER COUNTY WATER AND SEWER DISTRICT
Chairman Greer reported the FY 1998-99 Budget in the amount of $11,236,244 was
presented at the Public Hearing held on June 1, 1998. He requested a motion to adopt the Budget
Ordinance.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adopt the FY 1998-99 Budget Ordinance as presented for the New Hanover County Water and
Sewer District. Upon vote, the MOTION CARRIED UNANIMOUSLY.

A copy of the Budget Ordinance is hereby incorporated as part of the minutes and is contained
in W&S Book II, Page 23.
ADJOURNMENT
Motion:
Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to
adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 11:06 a.m.
