ASSEMBLY
The New Hanover County Water and Sewer District Board of Commissioners met in Regular
Session on Monday, July 13, 1998, at 11:40 p.m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; William A.
Caster; Vice Chairman Charles R. Howell; County Manager, Allen O’Neal; County Attorney, Wanda
M. Copley; and Deputy Clerk to the Board, Teresa P. Elmore.
Chairman Robert G. Greer was out of town on vacation and attending the NACo Conference
in Portland, Oregon.
Vice Chairman Howell called the meeting to order.

Vice Chairman Howell announced that time had been reserved for anyone from the public to
present an item that was not listed on the regular agenda. He requested all persons to limit their
remarks to three minutes.

APPROVAL OF MINUTES

APPROVAL OF CHANGE ORDER #2 OF CONTRACT #97-0362A WITH T. A. LOVING
AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #99-03
County Engineer Blanchard reported the Old Military Road sewer line extension project is
on the special projects list. This section of the project includes a 499-foot line, which will eliminate
a pump station. Sewer service will be provided to an existing house with a failing septic tank and
several other lots near the marsh area. The County received quotes from two existing contractors:
T. A. Loving for $39,640 and State Utilities for $57,874.

Purpose: To establish budget for contract work of Change Order #2, T.A. Loving to extend
sewer line on Old Military Road.
ACCEPTANCE OF HAZARD MITIGATION GRANT AWARDED FOR $42,840 AND
APPROVAL OF ASSOCIATED BUDGET AMENDMENT #99-0002
County Engineer Wyatt Blanchard reported grant funds were applied from FEMA and the
State for the purpose of raising electrical equipment of three lift stations higher than flood levels of
past flooding during Hurricanes Bertha and Fran. The locations of the sewer pump stations are at
Hinton, Eastwood, and Runnymeade.

Caster, to accept the Hazard Mitigation Grant from FEMA and the State, in the amount of $42,840
for the purpose of raising electrical equipment of three sewer pump stations and to approve Budget
Amendment #99-0002. The County Manager was authorized to sign the grant documents. Upon

Purpose:
To increase budget for grant awarded to raise electrical equipment at three sewer
pump stations.
AWARD OF BID #98-0037 (WATER & SEWER SECTION) AND APPROVAL OF
CONTRACT #98-0337B FOR HURRICANE PROTECTION SERVICES IN THE RENTAL
OF GENERATORS ON AN AS NEEDED BASIS
District Commissioner Caster commented that anticipated changes in technology will provide
better pump systems in the future and he proposed to limit the contract to one year.
District Commissioner Birzenieks asked if the appropriate staff had performed a cost benefit
to determine if purchasing generators would be better than leasing them.
County Engineer Wyatt Blanchard responded 35 out of 100 pump stations in the District have
generators on site. The County’s policy is to install generators when purchasing new pump stations.
Rather than have 20-25 portable generators in inventory that are not being used, he recommended
the District pay rental fees in case of a major catastrophe like a hurricane. To purchase these ten
generators would cost $220,000-$250,000.
County Manager O’Neal stated the County could purchase the generators and may be better
off to own the generators if a number of hurricanes or storm events occurred. However, the
companies that provide the generators can move them here very quickly in case of an emergency.
Performing a cost benefit without knowing future usage relative to hurricanes or other emergency
events would be difficult. If the County is declared a disaster community from having a hurricane,
FEMA will reimburse the cost of renting the generators. The rental fee to have the generators on
standby for the Water and Sewer District is $11,550 per year. Rental fees will need to be rebid for
next year if the contract is for one year.
District Commissioner Birzenieks clarified that the fees are mostly a reservation fee with a
guarantee to receive the generators if needed.
County Engineer Blanchard confirmed the contract calls for the generators to be available at
the County sites within forty-eight hours.

Birzenieks, to award the contract to Aggreko Inc. for the rental of preselected generator units and
hurricane protection services for one year, in the amount of $11,550. Upon vote, the MOTION
CARRIED AS FOLLOWS:
