ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met at 9:45 p.m. on Monday, August 3, 1998, in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted
Davis, Jr.; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman
Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk
to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for any one from the public to present
an item that was not listed on the regular agenda. He requested all persons to limit their remarks to
three minutes. No items were presented.
APPROVAL OF MINUTES
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to approve the minutes of the Regular Meeting of July 13, 1998, as presented by the Deputy Clerk
to the Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ACCEPTANCE OF HAZARD MITIGATION GRANT FOR 1998-99
County Manager O’Neal reported that staff successfully applied for state and federal funds
to install manual transfer switches for 12 pump stations and 6 well houses in order to facilitate
generator hook-ups during emergency power outage. He requested the District Board to accept the
Hazard Mitigation Grant in the amount of $54,000 broken down as follows:
Federal Funding$40,500
State Funding 13,500
Total $54,000
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Howell
to accept the Hazard Mitigation Grant for 1998-99 in the amount of $54,000. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
ADDITIONAL ITEM
Award of Contract #99-0052 to Hartman & Associates, Inc. for Appraisal of Cape Fear and
Quality Water Systems
County Manager O’Neal reported the following proposals have been received from three

engineering firms to perform an appraisal of Cape Fear and Quality Water Systems:
Phase I
Hartman & Associates, Inc.$7,800
HDR Engineering, Inc.$9,600
Arcadis Geraghry & Miller$9,900
The above cost is for an appraisal based on the inventory initially presented by the W. K.
Dickson Engineering firm. The additional cost to evaluate Phase II of the system installed since the
original evaluation is $2,700. After a review of the three proposals plus the additional $2,700, staff
recommends award of the contract to Hartman & Associates, Inc. in the amount of $10,500.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to award the contract to Hartman & Associates, Inc. in the amount of $10,500 for appraisal of the
Cape Fear and Quality Water Systems. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the contract is on file in the Legal Department.

to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
