ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, August 17, 1998, at 11 :35 a.m. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner
William A. Caster; District Commissioner Ted Davis, Jr.; Chairman Robert G. Greer; County
Manager, Allen 0 'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie
F. Harrell.
Vice-Chairman Charles R. Howell was absent.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for anyone from the public to present
an item that was not listed on the regular agenda. He requested all persons to limit their remarks to
three minutes.
No items were presented.
AWARD OF CONTRACT #98-0176 TO HEATH CONSTRUCTION COMPANY FOR
CONSTRUCTION AND INSTALLING WATER AND SEWER TAPS
County Engineer, Wyatt Blanchard, advised the following proposals were received in the
Engineering Department for installation of water and sewer taps. With continued growth of the
District, Staff feels that contracting out this service will save money by allowing the current
employees to perform maintenance work.

After a review of proposals, Staff recommends award ofthe contract to the low bidder, Heath
Construction.
Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to approve the associated budget amendment and award the contract for a period of one year to
Health Construction in the amount of$91, 900 for installing water and sewer taps. The Chairman was
authorized to execute the necessary contract documents. Upon vote, the MOTION CARRIED by
a 4 to 0 vote.

APPROVAL OF CONTRACT AMENDMENT #95-0142B WITH MCKIM & CREED FOR
SPRING BRANCH INTERCEPTOR
County Engineer, Wyatt Blanchard, reported the City has requested the District to amend the
McKim & Creed contract for the Ogden Interceptor to include the design ofa portion of the Spring
Branch Interceptor. Approval of this request will allow the project to proceed in a more orderly
manner since the Spring Branch Interceptor ties into the Ogden Interceptor, which was designed by
McKim & Creed.
McKim & Creed will perform the design work for $49,900. Funding will be appropriated in
accordance with Paragraph 7 on Page 7 of the contract (#96-0319) between the Water and Sewer
District and the City of Wilmington. The District is required to pay a portion of the cost of the Spring
Branch outfall equal to one-half the value of the Northside Wastewater Treatment Plant property.
The estimated cost is $800,000 including engineering.
After a review of the request, Staff recommends approval of the contract amendment.
Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to approve the contract amendment in the amount of $49,900 and approve the associated budget
amendment. The Chairman was authorized to execute the necessary documents. Upon vote, the
MOTION CARRIED by a 4 to 0 vote.

Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks
to adjourn. Upon vote, the MOTION CARRIED by a 4 to 0 vote.
