1998-10-19 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, OCTOBER 19, 1998PAGE 458 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, October 19, 1998, at 11:17 a.m. in the New Hanover County Courthouse Assembly Room, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr.; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Greer called the meeting to order NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow the public to present an item that was not listed on the regular agenda. He requested all persons speaking to limit their remarks to three minutes. No items were presented. AWARD OF CONTRACT #98-0476 TO ATLANTIC CONSTRUCTION AND DEVELOPMENT, INC. FOR CONSTRUCTION OF THE FORCE MAIN FROM TIMBER CREEK PUMP STATION AND APPROVAL OF THE ASSOCIATED BUDGET AMENDMENT #99-13 County Engineer, Wyatt Blanchard, reported the sewer force main from the Timber Creek pump station, located in the Middle Sound area, presently discharges into the El Ogden pump station. Due to rapid growth in the area served by the Timber Creek pump station, the time has come to by- pass the El Ogden pump station. This action will require construction of 2,730 feet of a 12-inch force main. The following quotes have been received: Atlantic Construction and Development, Inc.$ 95,055 Heath Construction$226,500 After review, Staff recommends award of the contract to Atlantic Construction and Development, Inc. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to award the contract and approve the associated budget amendment to Atlantic Construction and Development, Inc. in the amount of $95,055. The Chairman was authorized to execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, OCTOBER 19, 1998PAGE 459 Budget Amendment #99-13 - Water/Sewer District DebitCredit General Sewer Capital Projects Transfer In from Fund 800$105,000 Capital Project Expense$105,000 Water/Sewer District Appropriated Fund Balance$105,000 Transfer to Sewer Capital Projects$105,000 WAIVER OF THE WATER DEVELOPMENT FEE FOR WOODS MOBILE HOME PARK LOCATED AT 6612 GORDON ROAD County Engineer, Wyatt Blanchard, advised that Mr. Wood, owner of Woods Mobile Home Park located at 6612 Gordon Road, was requesting to connect to the Murrayville water system without being required to pay the water development fee. When Mr. Wood decided to develop the 13-lot mobile home park, he contacted the Engineering Department on August 23, 1996, which was prior to the water development fee being enacted. Since that time, Mr. Wood has experienced several delays, including Hurricane Bertha. The development fee is $720 per lot for a total of $9,360 for the mobile home park. Since Mr. Wood contacted the District before enactment of the fee and Highland Pines Mobile Home was allowed to connect to the system approximately a year ago without paying a fee, Staff feels the District Board may want to consider waiving the fee. Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to waive the water development fee in the amount of $9,360 for the Woods Mobile Home Park located at 6612 Gordon Road. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
