1998-12-21 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, DECEMBER 21, 1998PAGE 470 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, December 21, 1998, at 10:56 a.m. in the New Hanover County Courthouse Assembly Room, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr.; District Commissioner, William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Greer called the meeting to order and welcomed everyone present. NON-AGENDA ITEMS Chairman Greer asked if anyone from the public would like to present an item that was not listed on the Regular Agenda. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Caster MOVED, SECONDED by Vice-Chairman Howell to approve the minutes of the Regular Meetings of November 9, 1998, November 23, 1998, and December 7, 1998 as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF A REQUEST FROM PETE PREHN TO EXTEND GRAVITY SEWER TO SERVE EIGHT LOTS IN THE THRIFT ACRES SUBDIVISION AND APPROVAL OF BUDGET AMENDMENT #99-0069 County Engineer, Wyatt Blanchard, reported that Mr. Pete Prehn was planning to extend gravity sewer to serve eight lots in the Thrift Acres Subdivision. The total number of lots in the subdivision is 25 with 14 lots being occupied by existing homes. Since the area will be served by the District in 2006, staff recommends the District paying for one half of the cost at $8,850 as requested by Mr. Prehn. This action will result in a future savings to the District. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to participate in extending the gravity sewer line to serve eight lots in the Thrift Acres Division at a cost of $8,850 and to approve the associated budget amendment. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, DECEMBER 21, 1998PAGE 471 Budget Amendment #99-0069 - Water & Sewer Operating Fund/Water and Sewer Engineering DebitCredit Water & Sewer Operating Fund: Appropriated Fund Balance $8,850 Water & Sewer Engineering: Contracted Services$8,850 Purpose: To appropriate Water & Sewer District Fund Balance in the amount of $8,850 as reimbursement for one-half of the sewer extension to the Thrift Acres Subdivision. APPROVAL OF REQUEST BY LANDMARK DEVELOPERS FOR THE DISTRICT TO PARTICIPATE IN OVERSIZING THE WATER LINE FOR THE CAPE FEAR COMMUNITY COLLEGE TRACT AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #99-0070 County Engineer, Wyatt Blanchard, reported that Landmark Developers sold a tract of land at the intersection of North College Road and Sidbury Road to Cape Fear Community College. As part of the agreement, Landmark agreed to extend an 8-inch water line from NorthChase to the tract for the future college campus. The water line will be part of the water system which will eventually extend north on College Road. This will require the 8-inch line to be oversized to a 12-inch line. The total estimated cost of the line is $68,752, including $20,351 for the upgrade. Motion: After discussion of this being a good example of private and public participation, Vice- Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks for the District to participate in the cost of oversizing the water line in an amount not to exceed $20,351 to extend the NorthChase water line to the future Cape Fear Community college campus, and to approve the associated budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. Budget Amendment #99-0070 - Water & Sewer Operating Fund/Water & Sewer Engineering DebitCredit Water & Sewer Operating Fund: Appropriated Fund Balance $20,351 Water & Sewer Engineering: Contracted Services$20,351 Purpose: To appropriate Water and Sewer District Fund Balance for participation in the cost of oversizing the water line to the Cape Fear Community College tract of land at the intersection of North College Road and Sidbury Road. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, DECEMBER 21, 1998PAGE 472 DISCUSSION OF WATER SERVICE FOR BALD EAGLE LANE AND FIGURE EIGHT ISLAND Mr. John Canada, representing the Porters Neck Homeowners Association, read the following petition signed by 174 residents living in the area: “This is to indicate our strong support for the District to continue planning for supplying water from inland wells to our area. Many of us already have terrible groundwater well problems. Our rapid growth and increasing salinity indicate the need to construct water facilities before the problem becomes critical for the entire area.” Mr. Dave Adams, representing the Northeast Conservancy, commented on the poor quality of water in this area, and he urged the District to develop a plan for providing water to the area. County Engineer, Wyatt Blanchard, reported in an effort to response to the citizens living on Bald Eagle Lane and Figure Eight Island, staff has taken a preliminary look at the method and cost of providing water service. To run a 12-inch line from Market Street to Bald Eagle Lane will cost approximately $800,000, which will include two new wells on the northwestern part of Market Street. To expand into the Avenel Subdivision, the estimated cost is $110,000. Staff recommends a more in depth study for development of a wellfield and water treatment facility so water can be expanded to this area. Chairman Greer explained that it would cost $800,000 to run a water line into Bald Eagle Lane and down to Figure Eight Island. This cost does not include Avenel or any other subdivision. If the line is placed in this area, each property owner will have to pay a fair share of the cost. County Engineer Blanchard informed the Board that the Porters Neck Company has offered to work with the District on a short-term basis. Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to authorize Staff to proceed with studying and preparing a recommendation, including cost estimates, for the provision of water to Bald Eagle Lane and Figure Eight Island. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF BUDGET AMENDMENT #99-21 TO BUDGET THE ACTUAL AMOUNT OF THE CONOCO CONTRACT Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to approve the following budget amendment in the amount of $5,000 to adjust the actual amount of the Conoco contract. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, DECEMBER 21, 1998PAGE 473 Budget Amendment #9-21 - Water/Sewer District DebitCredit General Sewer Capital Projects Transfer in from Fund 800$5,000 Contributions from Builders $10,000 Capital Project Expense$5,000 ADDITIONAL ITEM Rejection of Bid for Painting SAS Elevated Water Tank County Engineer Blanchard requested the Board to reject the only bid received from Carver Tank Company in the amount of $136,800 for painting the elevated water tank on U. S. Highway 421. Staff feels the bid far exceeds a reasonable cost, and the District Board is being requested to reject the bid and authorize staff to re-advertise the bid. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to reject the bid from Carver Tank Company based on the cost exceeding a reasonable charge, and authorize Staff to re-advertise the bid.
