1997-01-06 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JANUARY 6, 1997PAGE 348 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, January 6, 1997, at 7:56 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen O'Neal; Assistant County Attorney, Kemp Burpeau; and Clerk to the District Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster asked if anyone from the public would like to present an item not listed on the Regular Agenda. No items were presented. APPROVAL OF MINUTES Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Greer to approve the minutes of the Regular Meeting of December 16, 1996, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF CHANGE ORDER TO CONTRACT #97-0383 WITH R. H. MOORE FOR CONSTRUCTION OF SEWER COLLECTION LINES TO SERVE THE HIDDEN LAKES MOBILE HOME PARK AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #97- 0097 County Engineer, Wyatt Blanchard, requested the District Board to approve a change order in the amount of $137,678.50 to the existing contract with R. H. Moore as well as the associated Budget Amendment in the amount of $140,000 to construct sewer collection lines to serve the Hidden Lakes Mobile Home Park. He reported on November 20, 1995, the District Board approved an agreement with the owner of the mobile home park, Billy Towles, to move forward with construction of the sewer collection lines in exchange for a sewer easement across the property. The purpose for the request was because of several malfunctioning septic tanks in the park, which is in close proximity to Howes Creek. The project was to be included in the Ogden Interceptor bid to obtain the best price. Due to the time involved with negotiating an agreement with the City for jointly constructing the Northside Wastewater Treatment Plant, the Ogden Interceptor project was delayed. With malfunctioning septic tanks in the mobile home park, Staff feels the District should move forward with constructing the sewer collection lines. Two bids have been received from the following contractors with existing contracts for other sewer projects. Staff recommends award of the bid to R. H. Moore. Moore $137,678.50 M&A Construction $206,067.00 Discussion was held on why the bid could not be included with the Ogden Interceptor project. County Engineer Blanchard explained the District Board negotiated an agreement with the owner for the necessary sewer easement contingent upon construction of the collection sewer lines within six months. Funds in the amount of $120,000 were budgeted for construction at that time; however, construction costs have increased and the project will now cost $137,678.50. Vice-Chairman Howell asked if the sewer collection lines could be used to serve other areas? County Engineer Blanchard responded the sewer lines would serve only the residents living in the Hidden Lakes Mobile Home Park. District Commissioner Greer inquired as to why a change order was needed since the previous District Board had already agreed to construct the line within six months? County Engineer Blanchard explained that a change order was needed because the contractor, R. H. Moore, has an existing contract with the District on another project; therefore, in order to construct the proposed project, the original contract has to be amended. Motion: Vice-Chairman Howell MOVED, SECONDED by Chairman Caster to approve a Change Order in the amount of $137,678.50 and the associated Budget Amendment in the amount of $140,000 as listed below. Upon vote, the MOTION CARRIED UNANIMOUSLY. Budget Amendment #97-0097 - Sewer Operating Fund - Kirkland Revitalization Capital Project Debit Credit Sewer Operating Fund Appropriated Fund Balance $140,000 Water & Sewer Engineering Transfer/Sewer Capital Project $140,000 Kirkland Revitalization Capital Project Transfer In from Sewer Operating Fund $140,000 General Contractor $140,000 Purpose: To increase the Kirkland Revitalization Capital Project budget for a change order to the Hidden Lakes Mobile Home Park contract.
