ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water and Sewer District met in Regular Session on Monday, March
10, 1997, at 10:59 P.M. in the Assembly Room of the New Hanover
County Courthouse, 24 North Third Street, Wilmington, North
Carolina.
Members present were: District Commissioners Buzz Birzenieks;
Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell;
Chairman William A. Caster; Deputy County Manager, Andrew J.
Atkinson; County Attorney, Wanda M. Copley; and Clerk to the
District Board, Lucie F. Harrell.
Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
Chairman Caster announced that three minutes had been reserved
to allow anyone from the public to introduce an item that was not
listed on the Regular Agenda. He asked if anyone would like to
comment. No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Greer MOVED, SECONDED by Vice-
Chairman Howell to approve the minutes of the Regular Meeting of
February 17, 1997, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
DISCUSSION OF UNIFIED CITY AND COUNTY WATER AND SEWER SERVICE
Chairman Caster advised that Commissioner Howell and he had
been meeting with Councilmember Laura Padgett and Councilmember
Hamilton Hicks to develop a unified City and County water and sewer
service. The study process has been moving forward, and the
committee plans to review two different systems being operated in
the State that could be suitable structures for a local unified
water and sewer system. The Committee should have a recommendation
prepared to present to the governing bodies within its established
time frame.
DISCUSSION OF JOINT PLANNING FOR EXPANSION OF THE NORTHSIDE
WASTEWATER TREATMENT PLANT
District Commissioner Greer announced he was pleased to learn
that City and County staff members had developed a good working
relationship in implementing plans for jointly expanding the
Northside Wastewater Treatment Plant. He stated it was good to
hear that a cooperative effort was being made on this project.

ADJOURNMENT
Motion: District Commissioner Davis MOVED, SECONDED by Vice-
Chairman Howell to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
