The District Board of Commissioners of the New Hanover County Water and Sewer District
held a Regular Meeting on Monday, April 21, 1997, at 10:53 AM. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G.
Greer; Vice-Chairman Charles R. Howell; Chairman William A Caster; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell.
Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
Chairman Caster announced that time had been reserved to allow anyone from the public to
introduce an item that was not listed on the Regular Agenda. He requested that all remarks be limited
to three minutes.
Chairman Caster asked if anyone from the public would like to present an item?
No comments were received.
APPROVAL OF MINUTES
Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Greer
to approve the minutes of the Regular Meetings of March 24, 1997, and April 7, 1997 as presented
by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSL Y.
AWARD OF CONTRACT TO GRIFFIN MANAGEMENT, INC. TO PROVIDE METER
READING SERVICES TO THE WATER AND SEWER DISTRICT
Finance Director of the Water and Sewer District, Julie Griffin, requested the Board to award
a contract to Griffin Management, Inc. to provide meter reading services to the Water and Sewer
District effective May 1, 1997. The contract will be for a period of two years at an estimated cost
of$39,000 annually. No additional funds are required for FY 1996-97, and the contracting of this
service will save the District approximately $15,000 per year.
District Commissioner Birzenieks commented on the company being located in Winston-
Salem and asked if a company in New Hanover County could perform the same type of work?
Finance Director Griffin advised that no other company had approached the District about
performing meter reading services.
Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to
award a two-year contract to Griffin Management, Inc. for meter reading services at an estimated

cost of $39,000 per year. The contract will become effective May 1, 1997, and the Chairman was
authorized to execute the necessary contract documents.
A copy of the contract is on file in the Legal Department.
ADJOURNMENT
Motion: District Commissioner Greer MOVED, SECONDED by Vice-Chairman Howell to adjourn
the meeting.
Chairman Caster adjourned the meeting at 11 :05 AM.
