HomeMy WebLinkAbout1997-05-05 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, MAY 5, 1997PAGE 370 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, May 5, 1997, at 8:16 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for persons from the public to present an item not listed on the Regular Agenda. He asked if anyone would like to present an item, and he requested all persons speaking to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Greer to approve the minutes of the Regular Meeting of April 21, 1997, as presented by the District Clerk to the Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AUTHORIZATION FOR THE LEGAL DEPARTMENT TO PROCEED WITH CONDEMNATION FOR A SEWER LINE EASEMENT IN THE KIRKLAND PROJECT/ABBEY GLEN SUBDIVISIONOWNED BY RICHARD G. TRASK AND WIFE ANGELA L. KING County Engineer, Wyatt Blanchard, reported Staff had been working with Mr. Richard G. Trask to acquire an easement to serve the Kirkland area. Mr. Trask had agreed to provide the easement for the cost of the tap; however, due to disagreement among family members, he has requested the District to pay $30,000 for the easement. County Engineer Blanchard requested the District Board to authorize the Legal Department to proceed with condemnation. District Commissioner Birzenieks inquired as to whether Mr. Trask was opposed to providing the easement, and if he was aware of possible condemnation proceedings? County Engineer Blanchard responded Mr. Trask was not opposed to providing the easement, but some members of the family were not in favor of granting the easement. He advised that Mr. Trask was aware of possible condemnation action. Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Birzenieks to authorize the Legal Department to proceed with condemnation, if necessary, to obtain the sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, MAY 5, 1997PAGE 371 line easement on Tax Parcel No. 2900-003-038-003 recorded in Deed Book 1730, Page 827, New Hanover County Registry, under the names of Richard G. Trask and wife, Angela L. King. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF RESOLUTION AWARDING BID #97-0137 TO AMEROCHEM CORPORATION FOR THE PURCHASE OF WATER CHEMICALS County Engineer, Wyatt Blanchard, requested the District Board to award the bid to Amerochem Corporation in the amount of $74,445.94 to contract for water chemicals. This was the only bid received. Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to adopt the resolution awarding the bid to Amerochem Corporation, the only bidder, in the amount of $74,445.94 for water chemicals at the unit prices as quoted, and to approve the draft contract. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 18. ADOPTION OF RESOLUTION AWARDING BID #97-0365 TO GENEVA CORPORATION, D/B/A/ COVINGTON DIESEL, INC. TO PURCHASE GENERATORS County Engineer, Wyatt Blanchard, requested the Board to adopt a resolution awarding the contract to Geneva Corporation, d/b/a Covington Diesel, Inc., the lowest responsible bidder in the amount of $198,089 to purchase nine (9) generators. As a result of Hurricanes Fran and Bertha, two generators were destroyed; therefore, two of the nine generators will be used to replace the two flooded generators, and four of the generators purchased will be portable units. When reviewing the need for generators, it was found that ten additional generators are needed; however Staff is checking into leasing ten portable generators through a contract. The portable generators would be available within 48 hours, and the District would be required to lease the number of generators needed within that time frame. Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Birzenieks to adopt the resolution awarding the bid to Geneva Corporation d/b/a/ Covington Diesel, Inc., the lowest responsible bidder, in the amount of $198,089 and approve the draft contract. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 18. ADJOURNMENT Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Greer to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
