1997-06-02 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JUNE 2, 1997PAGE 375 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District held a regular meeting on Monday, June 2, 1997, at 1:21 A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved to allow anyone from the public to present an item not listed on the Regular Agenda. He requested all persons making comments to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Howell to approve the minutes of the Regular Meeting of May 19, 1997, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AWARD OF CONTRACT TO HOBBS, UPCHURCH AND ASSOCIATES FOR ENGINEERING DESIGN SERVICES FOR THE NORTHCHASE INTERCEPTOR County Engineer, Wyatt Blanchard, requested the Board to award a contract in the amount of $284,390 to Hobbs, Upchurch and Associates for engineering design services and construction services for the NorthChase Interceptor. The interceptor will allow the NorthChase Wastewater Treatment Plant to be taken off line and will eliminate the discharge into the Northeast Cape Fear River. It will also serve the upper reaches of the Smith Creek Basin. Responses were received from ten firms. A Committee comprised of Commissioners and Staff was formed to select the firm from the proposals received. After review, the Committee felt the contract should be awarded to Hobbs, Upchurch and Associates. District Commissioner Birzenieks asked if any proposals were received from local firms? Chairman Caster responded there were many qualified local firms that submitted proposals and could perform the work. District Commissioner Birzenieks expressed concern for contracts not being awarded to local firms and asked why Hobbs, Upchurch and Associates was recommended to receive the contract? NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JUNE 2, 1997PAGE 376 District Commissioner Greer reported the District previously had a contract with Hobbs, Upchurch and Associates to perform engineering and design services for the Northside Wastewater Treatment Plant. During the contract period, an agreement was reached with the City of Wilmington to jointly construct the plant. Hobbs, Upchurch and Associates agreed to terminate the contract for payment of the work performed with no other cancellation fees, which saved a considerable amount of money for the District. The firm did request to be considered for future projects. After a review by the Committee, it was felt this was a well-qualified firm. District Commissioner Davis expressed concern for not awarding the contract to a local firm. Motion: After further discussion, District Commissioner Greer MOVED, SECONDED by Vice- Chairman Howell to award the contract to Hobbs, Upchurch and Associates in the amount of $284,390 for engineering design services and construction services for the NorthChase Interceptor. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye:District Commissioner Greer Vice-Chairman Howell Chairman Caster Voting Nay:District Commissioner Birzenieks District Commissioner Davis A copy of the contract is on file in the Legal Department. ADJOURNMENT Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
