HomeMy WebLinkAbout1997-07-21 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JULY 21, 1997PAGE 380 ASSEMBLY The District Commissioners of the New Hanover County Water and Sewer District held a regular meeting on Monday, July 21, 1997, at 12:03 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; Deputy County Manager, Andrew J. Atkinson; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion : District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to approve the minutes of the Regular Meeting of July 7, 1997, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AWARD OF CONTRACT #97-0351 TO MCKIM AND CREED FOR CONSTRUCTION OF THE MIDDLE SOUND COLLECTION SYSTEM AND APPROVAL OF CAPITAL PROJECT ORDINANCE AND ASSOCIATED BUDGET AMENDMENT #98-02 County Engineer, Wyatt Blanchard, reported a committee comprised of Chairman Caster, Vice-Chairman Howell and members of Staff reviewed the proposals received and recommended award of the contract to McKim and Creed for engineering design and construction services at a cost of 6.75% of the total project cost now estimated at $11.5 million. Once preliminary plans have been completed, the fee will become fixed based upon the projected cost. Motion : District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Greer to award the contract to McKim and Creed for design and construction services for the Middle Sound Collection System. The Chairman was authorized to execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. County Engineer Blanchard requested adoption of the Capital Project Ordinance and approval of the associated budget amendment. Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Birzenieks to adopt the Capital Project Ordinance and approve the associated budget amendment. A copy of the contract is on file in the Legal Department. #98-02 Middle Sound Sewer Capital Project Debit Credit Middle Sound Sewer Capital Project Proceeds from COPS $12,500,000 Capital Project Expense $12,500,000 Purpose: To establish the project budget according to the Capital Project Ordinance. AWARD OF CONTRACTS FOR THE OGDEN INTERCEPTOR County Engineer, Wyatt Blanchard, reported bids have been received for the Ogden Interceptor. Due to the amount of work available to contractors with the continuation of rapid growth, the bids received were $2,475,000 more than anticipated. He advised that Staff had worked with the low bidders to reduce the costs. County Engineer Blanchard commented on the need to move forward with the project and stated if the interceptor is not constructed, building activities will have to be restricted. The District Board was requested to award the following contracts and approve the associated budget amendment: Gravity Interceptor (west) T.A. Loving $1,678,325 Gravity Interceptor (east) State Utility Construction $2,065,220 Force Main State Utility Construction $1,384,200 Kerr Pump Station (general) T. A. Loving $1,251,000 Kerr Pump Station (electrical) McCarter Electric $ 295,731 TOTAL COST $6,674,476 Chairman Caster reported the Airport Authority had agreed for the project to be placed on Airport property, which will reduce the cost of the project by $250,000; however, this will not be official until FAA approval has been received. Motion : District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis to award the contracts as recommended by Staff and approve the associated budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JULY 21, 1997PAGE 382 98-01 Ogden Interceptor Capital Project Debit Credit Ogden Interceptor Capital Project Installment Loan $2,475,000 Capital Project Expense $2,475,000 Purpose : To increase the budget to cover construction bids awarded. Copies of the contracts are on file in the Legal Department. APPROVAL OF WRIGHTSBORO AREA WATER SYSTEM EXPANSION County Engineer, Wyatt Blanchard, reported McKim and Creed, the engineer for Conoco, had been searching for a water source to provide water to the Wrightsboro area which has been negatively impacted by contamination from the old Conoco gas station. Based on test wells, a sufficient supply of quality water is not available in the area; consequently, McKim and Creed is designing a water line that will connect the Runnymeade water system with the NorthChase water system to allow water to be supplied from the Murrayville area. The interconnecting water line will cost approximately $180,000 more than constructing a well; however, the line will connect the Walnut Hills, Runnymeade, NorthChase and Murrayville water systems, which will greatly enhance the reliability and quality of the District’s water systems. Conoco is requesting the District to participate in constructing the line and pay 50% of the cost. Motion: After discussion of the benefits derived from connecting the water systems, Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to participate with Conoco in construction of the interconnecting water trunk line at a cost not to exceed $90,000 and approve the associated budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. 98-03 General Water/Sewer Capital Project Debit Credit Sewer Operating Fund Appropriated Fund Balance $90,000 Transfer to Sewer Capital Projects $90,000 General Water/Sewer Capital Projects Transfer from Sewer Operating $90,000 Contributions from developers 90,000 Capital Project Expense $180,000 Purpose: To increase the budget for Conoco to construct an interconnecting water line. County Engineer Blanchard reported a draft contract had been prepared and will be forwarded to the beach communities. ADJOURNMENT Motion : Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Caster adjourned at 12:23 P.M.
