Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion : District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Greer to approve the minutes of the Regular Meeting of July 21, 1997, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AWARD OF BID #98-0006 AND APPROVAL OF CONTRACT #98-0006 TO PUBLIC WORKS EQUIPMENT & SUPPLY, INC. FOR PURCHASE OF A SEWER CAMERA County Engineer, Wyatt Blanchard, requested the Board to award a contract to Public Works Equipment & Supply, Inc. in the amount of $37,775 for the purchase of a sewer camera with a rotating head to inspect new sewer lines for leaks or breaks. He reported the bid was $825 higher than the bid submitted by CUES; however, the equipment performed significantly better under conditions in a simulated environment. District Commissioner Davis asked if the piece of equipment was needed at this time? County Engineer Blanchard responded the camera would reduce the number of inspectors required on new projects and accurately determine if there was a problem with a completed line. Also, with the age of the sewer system, the camera will allow workers to detect leaks and breaks in the sewer lines before a major spill or problem occurs. Motion : District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to adopt a resolution awarding the bid and contract to Public Works Equipment & Supply, Inc. in the amount of $37,775 for the purchase of a sewer camera with a rotating head. Upon vote, the MOTION CARRIED UNANIMOUSLY.
