ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Tuesday, September 2, 1997, at 10:19 P.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G.
Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen
O’Neal; Assistant County Attorney, Kemp Burpeau; and Clerk to the District Board, Lucie F. Harrell.
Chairman Caster called the meeting to order.
APPROVAL OF MINUTES
Motion:
District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to
approve the minutes of the Regular Meeting of August 18, 1997, as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
NON-AGENDA ITEMS
Chairman Caster announced that time had been reserved to allow anyone from the public to
present an item that was listed on the Regular Agenda. He requested all persons to limit their
remarks to three minutes.
No items were presented.
AWARD OF CONTRACT #97-0423A AND CONTRACT #97-0423D FOR SECTIONS I AND
IV OF THE MOTTS CREEK LIFT STATION AND INTERCEPTOR PROJECT AND
APPROVAL OF BUDGET AMENDMENT #98-08
County Engineer, Wyatt Blanchard, reported the Motts Creek Lift Station and Interceptor
projects were established in four phases; however, due to time constraints, Staff recommends
awarding the following contracts for Section I and IV to the lowest responsive bidders:
Crowder Construction Company $949,275
(Including Alternate 1)
Bryant Electric Company $128,366
Motion:
District Commissioner Greer MOVED, SECONDED by District Commissioner Birzenieks
to award the contracts as recommended and approve the following budget amendment. Upon vote,
the MOTION CARRIED UNANIMOUSLY.

Budget Amendment #98-98 - Monkey Junction Capital Project

Purpose:
To increase the budget for bids awarded for the Motts Creek Lift Station and Interceptor.
