ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, February
5, 1996, at 10:01 P.M. in the Assembly Room of the New Hanover
County Administration Building, 320 Chestnut Street, Wilmington,
North Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the Board,
Lucie F. Harrell.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether any one from the
public would like to present an item not listed on the Regular
Agenda.
No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to approve the minutes of the Regular Meeting
of January 16, 1996, as presented by the Clerk to the District
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADDITIONAL ITEM
Approval of Access Easement to District Commissioner William A.
Caster and wife, Diane S. Caster
County Attorney Copley reported that easements of this type
were not usually presented to the District Board; however, to avoid
any impropriety, she was requesting the District Board to convey a
fire access easement to District Commissioner William A. Caster and
wife, Diane S. Caster to provide a fire lane around his building
site located on North College Road.
District Commissioner Caster requested to be excused from
voting on this issue.
Consensus: It was the consensus of the District Board to excuse
District Commissioner Caster from voting on this matter due to a
conflict of interest.
Motion: District Commissioner Greer MOVED, SECONDED by District
Commissioner Sisson to convey the fire access easement to District
Commissioner Caster as requested. Upon vote, the MOTION CARRIED AS
FOLLOWS:

ADJOURNMENT
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Greer to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Chairman Mathews adjourned the meeting at 10:07 P.M.
