ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, April 1,
1996, at 7:02 P.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the Board,
Lucie F. Harrell.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether anyone from the public
would like to present an item not listed on the Regular Agenda.
No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to approve the minutes of the Regular Meetings
of March 11, 1996, and March 18, 1996, as presented by the Clerk to
the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
AUTHORIZATION FOR THE COUNTY MANAGER TO ENTER INTO A COST SHARING
AGREEMENT WITH THE CITY OF WILMINGTON FOR UPGRADING THE FLOW
MEASURING SYSTEMS AT THE SOUTHSIDE WASTEWATER TREATMENT PLANT
County Engineer, Wyatt Blanchard, advised that an upgrade of
the flow measuring systems at the Southside Wastewater Treatment
Plant was necessary to properly monitor and separate incoming flows
from the City of Wilmington, the Northeast Interceptor, and New
Hanover County. The total project cost for the meter upgrade will
be $393,300 with the County being requested to contribute $114,982.
Administrative Staff members of the Town of Wrightsville Beach, the
City of Wilmington, and New Hanover County have agreed upon a cost
sharing agreement. The City Manager has asked for a Letter of
Commitment from the County for its share of the project. The money
has been budgeted for FY 1996-97.
District Commissioner Greer asked why the meter upgrade was so
expensive? County Engineer Blanchard explained that meters of this
size were extremely expensive and reported the update would require
the purchase of five meters.
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to authorize the County Manager to sign a
Letter of Commitment for the County to participate in the meter
upgrade in the amount of $114,982 as its share of the project.

Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Chairman Mathews adjourned the meeting at 7:09 P.M.
