ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, April 15,
1996, at 11:12 A.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Mathews called the meeting to order.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to approve the minutes of the Regular Meeting
of April 1, 1996, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
AWARD OF CONTRACT #96-0317 TO M&A CONSTRUCTION COMPANY FOR THE
NORTHCHASE WATER AND SEWER IMPROVEMENTS AND APPROVAL OF BUDGET
AMENDMENT #96-0177
County Engineer, Wyatt Blanchard, reported the District Board
authorized Dawson Engineering to prepare the plans and
specification for water and sewer improvements near NorthChase.
The sewer portion of the project will help to prevent expansion of
the NorthChase Wastewater Treatment Plant. The water expansion
will connect the NorthChase water system to the Murrayville area
system, including the new elevated water tank, which is now under
construction. In addition, this water will allow for the provision
of fire service along a portion of Murrayville Road with sufficient
water pressure for fire flow at Laney and Trask Schools. The
project was advertised and the following bids were received:
Engineer's Estimate $432,355.00
M&A Construction Company $372,348.50
T. A. Loving $416,335.00
State Utilities $417,952.50
Dellinger, Inc. $545,403.00
Webcon, Inc. $559,821.10
The District Board was requested to award the low bid to M&A
Construction Company in the amount of $372,348.50 and approve the
associated Budget Amendment.
Vice-Chairman Barone commented on the bid received from
Engineer's Estimate in the amount of $432,355 and requested an
explanation as to why there was such a difference in the bids
received.

County Engineer Blanchard responded that M&A Construction
Company presented a conservative bid; whereas, the other companies
submitted excessively high bids because these contractors are
probably extremely busy at this time. He advised that bids do
fluctuate according to how busy firms are at the time bid proposals
are requested.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Sisson to award the low bid to M&A Construction
Company in the amount of $372,348.50, authorize the Chairman to
execute the contract documents, and approve the following Budget
Amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Budget Amendment #96-0177 - Sewer Operating Fund/Water/Sewer
Engineering

Other Improvements $382,349
Purpose: To increase the budget by an appropriation of the
Water/Sewer Fund Balance for the construction of water and sewer
modifications for the NorthChase area.
A copy of the contract is on file in the Legal Department.
Chairman Mathews requested that colored maps be presented as
part of future agenda packets so the District Board will be aware
of where the sewer lines are being placed.
County Engineer Blanchard stated he would be glad to furnish
a map in future agenda packets.
CONSIDERATION OF REQUEST FOR A SEWER ALLOCATION TO THE PROPOSED
HARBOR VILLAGE PROJECT TO BE LOCATED ON US HIGHWAY 421 AND US
HIGHWAY 133
County Engineer, Wyatt Blanchard, reported Mr. Randall Bray
has requested the District to provide water and sewer for a
proposed commercial and residential project called Harbor Village
located on the west side of Carolina Beach Road. The project will
require 55,510 gallons per day of sewer capacity. Since the
project is outside the City limits in an area not served by the
District, it will be necessary for the District Board to request
the capacity from the City of Wilmington for the project. All
costs associated with providing the water and sewer will be paid by
the developer.
Motion: District Commissioner Greer MOVED, SECONDED by District
Commissioner Caster to approve the request as submitted by Mr.
Randall Bray. Upon vote, the MOTION CARRIED UNANIMOUSLY.

CONSIDERATION OF REQUEST FOR A SEWER ALLOCATION TO RED'S AUTO
COMPANY LOCATED AT 1522 NORTH KERR AVENUE
County Engineer, Wyatt Blanchard, reported after reviewing the
list of sewer allocations, it was discovered that one entity had
been granted 5,000 gallons per day more than requested. Red's Auto
Company, located at 1522 North Kerr Avenue, is a one-person
operation and is in need of sewer. The company has requested a 100
gallon per day capacity, and Staff recommends approval of the
request.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Caster to approve a 100 gallon per day sewer
allocation to Red's Auto Company located at 1522 North Kerr Avenue,
Wilmington, North Carolina. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
AWARD OF CONTRACT #96-0371 TO EDWIN ANDREWS AND ASSOCIATES FOR
PERFORMANCE OF PHASE II OF THE GROUNDWATER STUDY AND APPROVAL OF
ASSOCIATED BUDGET AMENDMENT #96-0176
Assistant County Manager, Dave Weaver, reported the
Groundwater Task Force has recommended awarding the contract to
Edwin Andrews and Associates in the amount of $88,600 for
performing Phase II of the Groundwater Study. Phase II will refine
the model developed in Phase I by drilling and evaluating test
wells which will include a recommendation for a conceptual well
field configuration and location.
District Commissioner Greer requested an explanation as to
what findings will be determined by the second phase of the
project.
County Engineer Blanchard responded the study will determine
the quantity, quality, and location of the groundwater in New
Hanover County, which includes the Castle Hayne Aquifer.
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to award the contract to Edwin Andrews and
Associates in the amount of $88,600 for Phase II of the Groundwater
Study and approve the associated Budget Amendment as listed below.
The Chairman was authorized to execute the contract documents.
Upon vote, the MOTION CARRIED UNANIMOUSLY.

Purpose: To budget contributions from the City of Wilmington and
Wrightsville Beach made to the County for a joint Groundwater
Study.
A copy of the contract is on file in the Legal Department.
APPROVAL OF BUDGET AMENDMENT #96-0174 TO FUND THE CONTINUATION OF
THE SEWER CONNECTION AND PLUMBING IMPROVEMENT ASSISTANCE PROGRAM
County Engineer, Wyatt Blanchard, requested approval of a
Budget Amendment to appropriate funds from the Water & Sewer
District fund balance for continuation of the Sewer Connection and
Plumbing Improvements Assistance Program.
District Commissioner Greer asked if the Budget Amendment was
for projects that have already been approved? He expressed concern
for not budgeting these types of requests on an annual basis.
Assistant County Manager Weaver responded that many of the
residents cannot afford to connect to the sewer system once it
becomes available; however, within time the funds will be gradually
replenished to the District.
Motion: District Commissioner Sisson MOVED, SECONDED by Vice-
Chairman Barone to approve the following Budget Amendment to fund
the continuation of the Sewer Connection and Plumbing Improvement
Assistance Program. Upon vote, the MOTION CARRIED AS FOLLOWS:

ADDITIONAL ITEM
DISCUSSION OF WATER SUPPLY FOR WRIGHTSBORO RESIDENTS AFFECTED BY
THE GROUNDWATER CONTAMINATION
County Engineer Blanchard reported Conoco tried to work with
the City of Wilmington in providing a viable water supply to the
residents of Wrightsboro; however, this effort was not successful.
Conoco is now requesting the District to operate the water system
they are in the process of constructing. Conoco hired McKim and

Creed to study various alternatives to supply water to the affected
residents of Wrightsboro, including a recommendation and the
associated cost. The alternative recommended by the engineering
firm would be to provide a separate and independent water system
for the immediate Wrightsboro area. The estimated construction for
this alternative would be $227,120. Staff reviewed two additional
alternatives as listed below:
(1)Construction of a 12-inch water line from the County's water
system in the Murrayville area at an estimated cost of
$650,000.
(2)Expand the Walnut Hills and Runnymeade water system and add a
300,000 gallon elevated water tank at a cost of $450,000.
After further study and review, Staff recommends expanding the
Walnut Hills and Runnymeade water system with the addition of a
300,000 gallon elevated water tank at a cost of $450,000.
Motion: District Commissioner Greer MOVED, SECONDED by District
Commissioner Sisson to accept the County Engineer's recommendation
for expanding the Walnut Hills and Runnymeade water system with the
addition of a 300,000 gallon elevated water tank at a cost of
$450,000.
County Engineer Blanchard commented on the poor quality of
water in the area and stated without a treatment system, this could
cause future problems.
District Commissioner Greer asked if a treatment system should
be included in the expansion of the water system? County Engineer
Blanchard responded a full treatment system would resolve the water
quality problem.
Amended Motion: After further discussion of the need to provide
quality water, District Commissioner Greer AMENDED THE MOTION to
accept the County Engineer's recommendation with the condition that
staff investigate resolving the water quality problem. District
Commissioner Sisson SECONDED THE MOTION. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
ADJOURNMENT
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
