1996-12-16 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, DECEMBER 16, 1996PAGE 346 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, December 16, 1996, at 11:56 A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; Robert G. Greer; Vice-Chairman Charles R. Howell; Chairman William A. Caster; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster inquired as to whether anyone from the public would like to present an item not listed on the Regular Agenda. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Birzenieks to approve the minutes of the Regular Meeting of December 2, 1996, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF TWO UTILITY MECHANIC POSITIONS AND ONE WASTEWATER TREATMENT PLANT OPERATOR POSITION FOR THE WATER AND SEWER ENGINEERING DEPARTMENT AND APPROVAL OF THE ASSOCIATED BUDGET AMENDMENT #97-0058 County Engineer, Wyatt Blanchard, reported that New Hanover County currently owns 110 pump stations, 26 well sites, and 5 small wastewater treatment plants. As the pump stations begin to age, more maintenance will be required. With only two Utility Mechanics to perform maintenance, these employees are on call 24 hours per day. Staff feels the two positions are needed to properly maintain the sewer system. He advised that previous discussion had been held on the possibility of privatizing the maintenance service. He informed the Board that after a complete review by Staff, it was felt the District should hire permanent employees since these positions are critical to properly handling and preventing sewer spills. County Engineer Blanchard reported with the addition of a fifth Wastewater Treatment Plant, the Sewer District will be required to have two certified Wastewater Treatment Plant Operators, in lieu of the current Wastewater Treatment Plant Operator and one helper. He requested the Board to approve the new Wastewater Treatment Plant Operator position and the associated Budget Amendment for the three new positions. County Engineer Blanchard responded the cost annually would be approximately $113,000. Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to approve two (2) new Utility Mechanic positions, one (1) new Wastewater Treatment Plant Operator position and the associated Budget Amendment as requested by the County Engineer. Upon vote, the MOTION CARRIED UNANIMOUSLY. #97-0058 Sewer Operation Fund/Water & Sewer Engineering Debit Credit Sewer Operating Fund Appropriated Fund Balance $56,844 Water & Sewer Engineering Salaries & Wages $46,806 FICA 3,580 Retirement 688 Medical Insurance 5,770 ADJOURNMENT Motion: District Commissioner Greer MOVED, SECONDED by Vice- Chairman Howell to adjourn.
