APPROVAL OF TWO UTILITY MECHANIC POSITIONS AND ONE WASTEWATER
TREATMENT PLANT OPERATOR POSITION FOR THE WATER AND SEWER
ENGINEERING DEPARTMENT AND APPROVAL OF THE ASSOCIATED BUDGET
AMENDMENT #97-0058
County Engineer, Wyatt Blanchard, reported that New Hanover
County currently owns 110 pump stations, 26 well sites, and 5 small
wastewater treatment plants. As the pump stations begin to age,
more maintenance will be required. With only two Utility Mechanics
to perform maintenance, these employees are on call 24 hours per
day. Staff feels the two positions are needed to properly maintain
the sewer system. He advised that previous discussion had been
held on the possibility of privatizing the maintenance service. He
informed the Board that after a complete review by Staff, it was
felt the District should hire permanent employees since these
positions are critical to properly handling and preventing sewer
spills.
County Engineer Blanchard reported with the addition of a
fifth Wastewater Treatment Plant, the Sewer District will be
required to have two certified Wastewater Treatment Plant
Operators, in lieu of the current Wastewater Treatment Plant
Operator and one helper. He requested the Board to approve the new
Wastewater Treatment Plant Operator position and the associated
Budget Amendment for the three new positions.
