ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water and Sewer District met in Regular Session on November 6,
1996, at 9:51 P.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether anyone from the public
would like to present an item not listed on the Regular Agenda. No
items were presented.
APPROVAL OF MINUTES
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Sisson to approve the minutes of the Regular Meeting
of October 21, 1996, as presented by the Clerk to the District
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
CONSIDERATION OF REQUEST FOR SEWER SERVICE TO THE GREENBRIAR
SUBDIVISION
County Engineer, Wyatt Blanchard, reported the County had
received a petition from the Greenbriar Homeowners Association
requesting the District to extend sewer service to the portion of
Greenbriar that is not currently being served. The estimated cost
for extending the sewer line is $650,000 to $700,000, and there are
no District funds available for the project. All funds have been
committed for scheduled projects as outlined in the Sewer Master
Plan, and this area is scheduled to receive sewer service by the
year 2006. If the District Board agrees to provide service, the
project can be developed in conjunction with the Mott's Creek and
River Road interceptor. If approved, he would recommend imposing
a higher tap fee with the understanding that sewer cannot be
provided until the Mott's Creek Interceptor has been completed,
which should be approximately 18 months.
District Commissioner Sisson recommended reviewing the Master
Plan to see if more priority can be placed on extending sewer to
existing developments where septic systems are failing before
serving new development.
County Engineer Blanchard recommended reviewing individual
basins in areas experiencing septic tank failures, which may not
require a change in the Master Plan schedule.

Motion: District Commissioner Greer MOVED, SECONDED by District
Commissioner Sisson to approve extending the sewer line to
Greenbriar contingent upon increasing the tap fee to $600;
completion of the Mott's Creek Interceptor before the delivery of
service; available sewer capacity at the Southside Wastewater
Treatment Plant; and prohibiting any sewer extension if the
District's unappropriated fund balance drops below $2.0 million.
Staff was directed to review the priority list of projects on the
Master Plan schedule to see if existing areas with septic tank
failures could be served before extending the sewer system to new
development. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Ms. Janet Durham, on behalf of the residents living in
Greenbriar Subdivision, expressed appreciation to the Board for
this action. She also expressed appreciation to the members
retiring from the Board and stated the citizens do not realize the
time and effort given to serve as a County Commissioner.
ADDITIONAL ITEM
RECONSIDERATION OF AGREEMENT WITH THE CITY OF WILMINGTON TO JOINTLY
CONSTRUCT THE NORTHSIDE WASTEWATER TREATMENT PLANT
District Commissioner Greer reported the City of Wilmington
had revised the last sentence of the resolution establishing a
committee to develop a plan for uniting all City and County water
and sewer services with an interim report provided by the Committee
no later than May 1, 1997, and a "structure" instituted on or
before December 1, 1997. The previous resolution adopted by the
City used the word, plan, instead of structure, in the last
sentence, which was not acceptable to the District Board. Due to
this change, the District Board rescinded the action taken to enter
into the interlocal agreement on October 21, 1996; therefore,
action is needed to re-enter into the joint agreement with the City
to construct the Northside Wastewater Treatment Plant.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Caster to enter into an agreement with the City of
Wilmington for joint construction of the Northside Wastewater
Treatment Plant and authorize the Chairman to execute the necessary
contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the agreement is on file in the Legal Department.

ADJOURNMENT
Motion: District Commissioner Greer MOVED, SECONDED by District
Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Chairman Mathews adjourned the meeting at 10:15 P.M.
