ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water and Sewer District met in Regular Session on Monday, November
18, 1996, at 12:51 P.M. in the Assembly Room of the New Hanover
County Courthouse, 24 North Third Street, Wilmington, North
Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether anyone from the public
would like to present an item not listed on the Regular Agenda. No
items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by Vice-
Chairman Barone to approve the minutes of the Regular Meeting of
November 6, 1996, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
POSTPONEMENT OF REQUEST BY HIGHLAND HILLS MOBILE HOME PARK TO
CONNECT TO THE NEW HANOVER COUNTY SEWER SYSTEM
County Manager O'Neal advised the petitioner had requested
deferring action on this item until the second meeting in December
or January. After discussion, the Board agreed to postpone action
as requested by the petitioner.
ADOPTION OF RESOLUTION PLACING PRIORITY ON COMPLETION OF THE NORTH
CHASE INTERCEPTOR
Assistant County Manager, Dave Weaver, advised the North Chase
Interceptor was originally scheduled to be completed by June 30,
1997; however, due to delays in construction of the Northside
Wastewater Treatment Plant, the schedule has been delayed
approximately eighteen (18) months. After discussion with Mr.
William Funderburg, a resident of the Castle Hayne area, there
appears to be concern among the citizens of Castle Hayne about a
delay in construction of the North Chase Interceptor and Castle
Hayne sewer collection system since the District Board recently
approved construction of collection systems for the Greenbriar and
North Bend Subdivisions. In order to address these concerns, a
resolution has been prepared to confirm that construction of the
North Chase Interceptor is a high priority item for the District
even though the project will be delayed until the Northside
Wastewater Treatment Plant has been completed.

District Commissioner Greer asked if the Northside Wastewater
Treatment Plant would be completed by December 1998?
After discussion, County Manager O'Neal recommended revising
the resolution to state that it would be the "goal" of the District
to complete the North Chase Interceptor by December 1998 in lieu of
the current language stating the interceptor would be completed by
December 1998.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Greer to adopt a revised resolution stating it would
be the goal of the District to complete the North Chase Interceptor
by December 1998. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the resolution is hereby incorporated as a part of
the minutes and is contained in Water & Sewer Exhibit Book II, Page
18.
Mr. William Funderburg, representing the residents of Castle
Hayne, expressed appreciation to the District Board for adoption of
the resolution. He, also, expressed concern for illegal dumpers
placing large stumps and logs along the road shoulders in the
Castle Hayne area during the night. He requested Staff to contact
the Sheriff's Department to see if patrol of these areas could be
increased at night to catch illegal dumpers.
Chairman Mathews requested the County Manager to contact the
Sheriff about this matter.
District Commissioner Sisson commented on authorizing North
Chase to proceed with cleaning out ditches to alleviate flooding in
that subdivision, and stated it was his understanding that all
ditches would be cleaned to the outfall where the stormwater
empties into the final receiver. He requested Staff to be sure the
ditches were being cleaned to the outfall, not just to the highway.
Assistant County Manager, Dave Weaver, responded that Staff
would check into this matter and report back to the District Board.
ADJOURNMENT
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Chairman Mathews adjourned the meeting at 1:14 P.M.
