ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Tuesday, April 18,
1995, at 9:56 A.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
District Members present were: District Commissioner William
A. Caster; District Commissioner Robert G. Greer; District
Commissioner William E. Sisson, Jr.; Vice-Chairman Sandra Barone;
Chairman E. L. Mathews, Jr.; County Manager, Allen O'Neal; County
Attorney, Wanda M. Copley; and Deputy Clerk to the District Board,
Teresa P. Elmore.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether anyone from the
general public would like to present an item that was not listed on
the Regular Agenda.
No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Greer, to approve the minutes of the Regular Meeting
of April 3, 1995, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED Unanimously.
CONSIDERATION OF REQUEST FOR A SEWER ALLOCATION TO CASTLE HAYNE
BAPTIST CHURCH
Assistant County Manager Dave Weaver reported the Castle Hayne
Baptist Church is requesting an 1,800 gallon sewer allocation at
the NorthChase Wastewater Treatment Plant. The church is planning
to build a 600 seat sanctuary on Highway 132 North, at Parmelee
Road. If approved, the church will pay all expenses to connect to
the NorthChase Wastewater Treatment Plant. Mr. Weaver explained
the NorthChase Plant will reach capacity in approximately three
years; however, by then the Northside Treatment Plant should be in
operation. Mr. Weaver recommended approval of the sewer allocation
contingent upon receiving additional allocation from the City of
Wilmington.
Commissioner Barone expressed concern that the County may lose
the million gallon discharge permit for the Northeast Cape Fear
River if the NorthChase Plant is eliminated.
County Engineer Wyatt Blanchard replied the Department of
Environmental Management has verbally stated that the County will
be able to transfer the million gallon discharge permit to the
Northside Treatment Plant. The State would desire for the County
to eliminate the discharge into the Northeast Cape Fear River.

Commissioner Barone stressed the importance of not losing the
discharge permit because someone failed to keep abreast of the
conditions of the permit. She strongly urged Staff to keep the
million gallon discharge permit active.
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster, to approve the 1,800 gallon sewer allocation
to Castle Hayne Baptist Church, contingent upon receiving the
additional allocation from the City of Wilmington. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
Chairman Mathews adjourned the meeting at 10:04 A.M.
