HomeMy WebLinkAbout1995-07-05 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JULY 5, 1995PAGE 240 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met in Regular Session on Wednesday, July 5, 1995, at 12:10 A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners William A. Caster; Robert G. Greer; William E. Sisson, Jr.; Chairman E. L. Mathews, Jr.; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Vice-Chairman Sandra Barone was absent. Chairman Mathews called the meeting to order. NON-AGENDA ITEMS Chairman Mathews inquired as to whether anyone from the general public would like to comment on an item not listed on the agenda. Mr. Don McMillan, President of the Porters Neck Quality of Life Association, expressed concern for the problems being experienced with salt water intrusion in the Porters Neck area and reported wells were having to be re-drilled in many places. He requested the District Board of Commissioners to move forward with providing water to this area. Chairman Mathews expressed appreciation to Mr. McMillan for his remarks. APPROVAL OF MINUTES Motion: District Commissioner Sisson MOVED, SECONDED by District Commissioner Caster to approve the minutes of the Regular Meeting of June 19, 1995, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: District Commissioner Caster District Commissioner Greer District Commissioner Sisson Chairman Mathews Absent: Vice-Chairman Barone APPROVAL OF CONTRACT #95-0393 WITH COASTAL CAROLINA DEVELOPERS, INC. FOR CONSTRUCTION OF AN ELEVATED WATER TANK ON THE OGDEN PARK SITE County Engineer, Wyatt Blanchard, reported the proposed contract would allow Mr. Bill Grathwol and other developers to construct a 500,000 gallon water tank on the Ogden Park site at their expense. Once the tank was constructed, it would be donated NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, JULY 5, 1995PAGE 241 to the District. After review, Staff recommends upsizing the tank by 100,000 gallons to provide more capacity to this area. Chairman Mathews commented on the size, color, and shape of the tank and requested reserving the right for the District Board of Commissioners to decide on these items including the verbiage to be placed on the tank. District Commissioner Greer requested an explanation of how the tank would be upsized including cost, and when the tank would become a County asset? County Engineer Blanchard explained that construction would require a period of nine months. Once completed, the tank would be donated to the District and become an asset of the County. District Commissioner Sisson inquired as to the wind-load factor? Mr. Bill Grathwol responded the tank was designed to sustain a wind-load factor of 120 miles per hour. Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Caster to approve the contract with Coastal Carolina Developers, Inc. as presented, and authorize the District to upsize the tank by 100,000 gallons as requested by the County Engineer. The Chairman was authorized to execute the necessary contract documents. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: District Commissioner Caster District Commissioner Greer District Commissioner Sisson Chairman Mathews Absent: Vice-Chairman Barone ADJOURNMENT Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Sisson to adjourn. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: District Commissioner Caster District Commissioner Greer District Commissioner Sisson Chairman Mathews Absent: Vice-Chairman Barone Chairman Mathews adjourned the meeting at 12:16 A.M.
