ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, December
4, 1995, at 10:55 P.M. in the Assembly Room of the New Hanover
County Courthouse, 24 North Third Street, Wilmington, North
Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman
Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Mathews called the meeting to order.
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether a member of the
general public would like to present an item not listed on the
agenda.
No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to approve the minutes of the Regular Meeting
of November 20, 1995, as presented by the Clerk to the District
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
RE-ELECTION OF E. L. MATHEWS, JR. TO SERVE AS CHAIRMAN OF THE
DISTRICT BOARD OF COMMISSIONERS OF THE NEW HANOVER COUNTY WATER AND
SEWER DISTRICT
County Attorney Copley opened the floor to receive nominations
for the election of the Chairman for the coming year.
District Commissioner Barone nominated E. L. Mathews, Jr. to
serve as Chairman. The nomination was seconded by District
Commissioner Sisson.
There being no further nominations, County Attorney Copley
declared the nominations closed.
Vote: Upon vote, E. L. Mathews, Jr. was UNANIMOUSLY re-elected to
serve as Chairman of the District Board of Commissioners of the New
Hanover County Water & Sewer District.
RE-ELECTION OF SANDRA BARONE TO SERVE AS VICE-CHAIRMAN OF THE
DISTRICT BOARD OF COMMISSIONERS OF THE NEW HANOVER COUNTY WATER AND
SEWER DISTRICT
County Attorney Copley opened the floor to receive nominations
for election of the Vice-Chairman for the coming year.

District Commissioner Caster nominated Sandra Barone to serve
as the Vice-Chairman. The nomination was seconded by District
Commissioner Greer.
There being no further nominations, County Attorney Copley
declared the nominations closed.
Vote: Upon vote, Sandra Barone was UNANIMOUSLY re-elected to serve
as Vice-Chairman of the District Board of Commissioners of the New
Hanover County Water & Sewer District.
A round of applause was given to Chairman Mathews and Vice-
Chairman Barone for being re-elected to fill these positions.
AWARD OF CONTRACT #96-0183 TO RIVENBARK CONSTRUCTION COMPANY FOR
SEWER LINE CONSTRUCTION IN TEAL TRACE AND APPROVAL OF BUDGET
AMENDMENT #96-0081
County Engineer, Wyatt Blanchard, requested award of the low
bid in the amount of $37,200 to Rivenbark Construction Company for
sewer line construction of approximately 600 feet beginning at Teal
Trace running to Holly Tree and the existing outfall line owned by
the City. Construction of this line will provide an opportunity
for the County to eliminate the Kingsland Woods pump station as
well as provide sewer to the new Winter Park School.
Motion: District Commissioner Sisson MOVED, SECONDED by District
Commissioner Caster to award the bid to Rivenbark Construction
Company in the amount of $37,200, approve the following Budget
Amendment, and authorize the Chairman to execute the necessary
contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY.

AWARD OF CONTRACT #96-0179 TO CENTURY/VON OESEN FOR SURVEYING AND
DRAFTING SERVICES FOR THE MOTTS CREEK PROJECT
County Engineer, Wyatt Blanchard, reported the design of the
recently approved Motts Creek outfall, pump station and force main
will be completed in two parts. The gravity line will run along
Motts Creek to the River Road and will be designed by the County
Staff once a survey of the proposed route is completed. Staff has
negotiated a fee of $19,740 with CENTURY/von Oesen to perform the

survey work. He requested the Commissioners to approve the
contract and associated Budget Amendment.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Caster to approve the contract with CENTURY/von Oesen
in the amount of $19,740, approve the following Budget Amendment,
and authorize the County Manager to execute the contract documents.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
