HomeMy WebLinkAbout1995-10-16 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, OCTOBER 16, 1995PAGE 258 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met in Regular Session on Monday, October 16, 1995, at 12:22 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners William A. Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Mathews called the meeting to order. NON-AGENDA ITEMS Chairman Mathews inquired as to whether anyone from the general public would like to present an item not listed on the Regular Agenda. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Sisson to approve the minutes of the Regular Meeting of October 2, 1995, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF SEWER ALLOCATION TO MR. A. H. HARRELL FOR A PROPOSED SUBDIVISION ADJACENT TO NORTHBROOK DRIVE JUST NORTH OF SMITH CREEK County Engineer, Wyatt Blanchard, informed the District Board that Mr. A. H. Harrell had requested a sewer allocation of 23,250 gallons per day from the City's Northside Wastewater Treatment Plant for a proposed subdivision adjacent to Northbrook Drive just north of Smith Creek. After review, Staff recommends reducing the request to 15,000 gallons per day contingent upon construction of the subdivision beginning within twelve months since the County's remaining sewer allocation at the Northside Wastewater Treatment Plant is approximately 34,700 gallons per day. District Commissioner Greer inquired as to whether the subdivision could function on less than 15,000 gallons per day? Mr. Harrell advised the Board that sewer availability was near the area; therefore, he would like to connect to the system. He stated any amount allocated would be greatly appreciated. Motion: District Commissioner Greer MOVED, SECONDED by Vice- Chairman Barone to allocate 10,000 gallons per day sewer allocation to Mr. A. H. Harrell contingent upon construction beginning within twelve months. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, OCTOBER 16, 1995PAGE 259 APPROVAL OF SEWER ALLOCATION REQUEST TO LANDMARK DEVELOPER, INC. FOR MURRAYVILLE STATION, PHASE II County Engineer, Wyatt Blanchard, informed the District Board that Landmark Developer, Inc. had requested an additional 10,000 gallons per day to allow the Murrayville Station sewer system to accept the flow from the existing shopping center at the intersection of North Kerr Avenue and Murrayville Road. He reported the proposed allocation was for existing units located at the Food Lion Shopping Center because of a malfunctioning septic tank system. After review, Staff recommends approval of the sewer allocation request contingent upon the shopping center connecting to the County Sewer System within twelve months. Discussion was held on whether an impact fee would be charged. County Engineer Blanchard responded there would be a $1.75 per gallon fee that would come through the District and be forwarded to the City of Wilmington. Once the District's new Northside Wastewater Treatment Plant is operational, and the sewer flow allocations are removed from the City's Northside Wastewater Treatment Plant, the fees will be returned to the District. District Commissioner Greer inquired as to the amount of money owed by the City to the District under this scenario? County Engineer Blanchard advised he did not know the exact figure; however, he would be glad to provide a report to the District Board. Discussion was held on the limited amount of sewer allocation from the City's Northside Wastewater Treatment Plant. County Engineer Blanchard responded the remaining allocation before granting the requests today, was 34,700 gallons. Unless the City grants an additional allocation from the Northside Wastewater Treatment Plant, the allocation will be limited to this figure until completion of the District's new Northside Wastewater Treatment Plant. District Commissioner Caster commented on the capacity of the City's Northside Wastewater Treatment Plant and inquired as to the amount of sewer allocation now available in the City's plant? County Engineer Blanchard responded the City's Northside Wastewater Treatment Plant has a sewer capacity of 8 million gallons per day with an allocated flow of approximately 5.5 to 6 millions gallons per day. Discussion was held on the concerns raised in the Hobbs and Upchurch Report concerning whether or not the City could operate its Northside Wastewater Treatment Plant at 8 million gallons per day. District Commissioner Sisson advised that this item had been discussed previously, but Staff had been furnished a report to the District Board. County Engineer Blanchard responded that Staff was in the processing of preparing an offer to the City. Vice-Chairman Barone inquired as to whether the 10,000 gallons per day request for Landmark could be reduced? County Engineer Blanchard responded he would be glad to obtain an exact number and bring this information back to the District Board. Chairman Mathews advised he felt additional capacity could be obtained from the City; therefore, he did not see any reason to delay approving this request. Motion: Chairman Mathews MOVED, SECONDED by District Commissioner Sisson to approve a sewer allocation of 10,000 gallons per day to Landmark Developer, Inc. for the existing Food Lion Shopping Center at the intersection of North Kerr Avenue and Murrayville Road contingent upon connection to the County Sewer System within twelve months. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF SEWER ALLOCATION TO THE HANNAFORD BROTHERS COMPANY FOR EXPANSION OF THE WILSON GROCERY STORE IN THE MURRAYVILLE AREA County Engineer, Wyatt Blanchard, informed the District Board that the Hannaford Brothers Company had requested a sewer allocation of 5,478 gallons per day for expansion of the Wilson Grocery Store in the Murrayville area. After review, Staff recommends approval contingent upon the allocation being used within twelve months. Motion: District Commissioner Greer MOVED, SECONDED by District Commissioner Caster to grant a sewer allocation of 5,478 gallons per day to the Hannaford Brothers Company for expansion of the Wilson Grocery Store in the Murrayville area contingent upon the allocation being used within twelve months. Upon vote, the MOTION CARRIED UNANIMOUSLY. District Commissioner Greer commented on sewer allocations being granted contingent upon use of the allocations within twelve months, and asked if Staff has monitored the use of these allocations within the last year? County Engineer Blanchard reported no official check had been made; however, he would be glad to check into this matter and forward a report to the District Board. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, OCTOBER 16, 1995PAGE 261 ACCEPTANCE OF EASEMENT FOR SEWER CONSTRUCTION AND MAINTENANCE IN SECTION 1 OF THE BRANDYWINE SUBDIVISION County Engineer, Wyatt Blanchard, requested the District Board to adopt a resolution for acceptance of an easement for the construction of a sewer line in an unopened street in Section 1 of the Brandywine Subdivision, known as Watercrest Street. Motion: District Commissioner Sisson MOVED, SECONDED by District Commissioner Greer to adopt a resolution accepting the easement in Section 1 of the Brandywine Subdivision. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 16. DISCUSSION OF THE NEED TO MOVE FORWARD WITH THE PURCHASE OF A SITE FOR THE NORTHSIDE WASTEWATER TREATMENT PLANT District Commissioner Greer stressed the importance of moving forward with selecting a site for the Northside Wastewater Treatment Plant. County Manager O'Neal agreed and informed the Board that Staff had been in the process of working on several sites that had not materialized. He advised that a meeting was being held tomorrow morning about an ideal site, and reported the District Board would be informed of any successful negotiation. ADDITIONAL ITEM - COUNTY MANAGER APPROVAL OF CONTRACT #96-0118 WITH DAWSON ENGINEERING AND APPROVAL OF BUDGET AMENDMENT #96-0062 County Engineer, Wyatt Blanchard, reported Dawson Engineering had presented an engineering design contract to accomplish the following items: (1) route a portion of the wastewater from NorthChase back to the City's Northside Wastewater Treatment Plant to avoid expansion of the NorthChase Wastewater Treatment Plant; and (2) extend a water line to connect the NorthChase Water System back to Brittany Woods near the area where the new water storage tank is being constructed. Discussion was held on whether the NorthChase Wastewater Treatment Plant would be closed when the District's Northside Wastewater Treatment Plant was completed. County Engineer Blanchard informed the District Board that the NorthChase Wastewater Treatment Plant would be closed once the District's plant was operational. Motion: Vice-Chairman Barone MOVED, SECONDED by District Commissioner Greer to approve the contract with Dawson Engineering in the amount of $15,000 and approve the associated Budget Amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, OCTOBER 16, 1995PAGE 262 Budget Amendment #96-0062 - Water/Sewer Engineering Debit Credit Water/Sewer Engineering Appropriated Fund Balance $15,000 Water/Sewer Engineering Contract Service $15,000 Purpose: To establish a budget for Water/Sewer design contract with Dawson Engineering. ADJOURNMENT Motion: District Commissioner Sisson MOVED, SECONDED by District Commissioner Greer to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
