ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, August 22,
1994, at 10:51 A.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners William A.
Caster; Robert G. Greer; Vice-Chairman Sandra Barone; Chairman E.
L. Mathews, Jr.; County Manager, Allen O'Neal; County Attorney,
Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell.
District Commissioner Sisson was absent.
APPROVAL OF MINUTES
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Caster to approve the minutes of the Regular Meeting
of August 8, 1994, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED AS FOLLOWS:

Chairman Mathews
Absent: District Commissioner Sisson
NON-AGENDA ITEMS
Chairman Mathews inquired as to whether anyone from the
general public would like to present an item not listed on the
Regular Agenda.
No items were presented.
ITEM #2 REMOVED FROM THE WATER & SEWER AGENDA TO THE REGULAR AGENDA
OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS
Chairman Mathews announced that Item #2, consideration of the
Grease Removal Ordinance, has been removed from the Water & Sewer
Agenda to the Regular Agenda of the New Hanover County Board of
Commissioners because this ordinance is part of the County Code and
must be adopted by that Board. The Grease Removal Ordinance was
passed by a majority vote on the first reading and has been placed
on the agenda for a second reading.
APPROVAL OF REIMBURSEMENT TO GREENBRIAR PARTNERSHIP FOR INSTALLING
A PORTION OF THE SEWER LINE ALONG CORONADO STREET
County Engineer, Wyatt Blanchard, recommended payment of a
cost difference of $1,144 to Greenbriar Partnership for installing
an oversized 462 foot section of the sewer line along Coronado
Street in accordance with Section 15-94 of the Water & Sewer
Ordinance.

Motion: District Commissioner Caster MOVED, SECONDED by District
Commissioner Greer to approve reimbursement of $1,144 to Greenbriar
Partnership. Upon vote, the MOTION CARRIED AS FOLLOWS:

APPROVAL OF BUDGET AMENDMENT #95-0025 TO INCREASE THE WATER & SEWER
DISTRICT BUDGET FOR CONSTRUCTION WORK IN CONJUNCTION WITH
IMPROVEMENTS TO NC HIGHWAY 132 FROM US HIGHWAY 421 TO SHIPYARD
BOULEVARD
County Engineer, Wyatt Blanchard, requested approval of a
Budget Amendment to increase the Water & Sewer District to allow
the construction of a section of the Monkey Junction sewer trunk
line along with the construction of NC Highway 132. The Department
of Transportation estimated the cost at $15,000. The actual cost
is $29,700 plus $8,000 for an additional forty feet at a total cost
of $37,700. Even though this section of the sewer line was higher
than anticipated, the total savings as compared to construction
after completion of NC 132 is approximately $20,000.
Motion: Vice-Chairman Barone MOVED, SECONDED by District
Commissioner Caster to approve Budget Amendment #95-0025 to
increase the Water & Sewer Budget by $22,700 to fund the additional
cost of utility work in conjunction with the improvements to NC
Highway 132 as recommended by staff. Upon vote, the MOTION CARRIED
AS FOLLOWS:

Appropriated Fund Balance $22,700
Other Improvements $22,700
Purpose: To fund the additional cost of utility work in
conjunction with the improvements to NC Highway 132 from US Highway
421 to existing four lanes at Shipyard Boulevard.

Motion: District Commissioner Caster MOVED, SECONDED by District
Commissioner Greer to adjourn. Upon vote, the MOTION CARRIED AS
FOLLOWS:

Chairman Mathews adjourned the meeting at 10:59 A.M.
