1994-12-05 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, DECEMBER 5, 1994PAGE 202 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met in Regular Session on Monday, December 5, 1994, at 11:42 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners William A. Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman Sandra Barone; Chairman E. L. Mathews, Jr.; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. ELECTION OF CHAIRMAN AND VICE-CHAIRMAN REPORTED FOR ENTRY INTO THE RECORD During the Regular Meeting of the New Hanover County Board of Commissioners, District Commissioner E. L. Mathews, Jr. was re- elected to serve as Chairman of the District Board of Commissioners for the coming year and District Commissioner Sandra Barone was re- elected to serve as Vice-Chairman of the District Board of Commissioners for the coming year. Chairman Mathews called the meeting to order. APPROVAL OF MINUTES Motion: District Commissioner Sisson MOVED, SECONDED by District Commissioner Caster to approve the minutes of the Regular Meeting of November 21, 1994, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. NON-AGENDA ITEMS Chairman Mathews inquired as to whether anyone from the public would like to present an item not listed on the Regular Agenda. No items were presented. AUTHORIZATION FOR THE IMMACULATE CONCEPTION CATHOLIC CHURCH TO CONNECT TO THE DISTRICT SEWER SYSTEM District Commissioner Greer reported the Immaculate Conception Catholic Church has requested permission to connect to the District's Sewer System near Laurel Ridge. The Church is prepared to pay the cost for constructing the pump station and running the line; however, due to the length of the line, there is the possibility of the effluent becoming septic and destroying the line. If this should happen, the Church is willing to pay the cost for remedial chemical treatment. The Church is not willing to assume the responsibility for daily operation and maintenance of the pump station and force main; but they are willing to pay the cost for someone to operate and maintain the system. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, DECEMBER 5, 1994PAGE 203 Mr. Dan Dawson, the engineer representing the Immaculate Conception Catholic Church, reported the Church is willing to build the pump station to the Water & Sewer District standards; however, the Church does not have a person on a daily basis that can assume the responsibility of operating and maintaining the pump station. The Church is willing to build a County pump station and give the right-of-way and/or easement to the County. District Commissioner Sisson inquired as to whether any other parties are interested in connecting to this line? Mr. Dawson reported interest has been expressed by one party on the northside of the Church, and it felt that other parties in the vicinity and across Highway 421 will be interested in connecting to the line. The pump station will be powerful enough to serve most properties in this area, which will be beneficial to the District. Motion: Vice-Chairman Barone MOVED, SECONDED by District Commissioner Caster to approve the agreement as modified to allow the Immaculate Conception Catholic Church to connect to the District Sewer System in the Laurel Ridge Subdivision contingent upon the Church paying all costs involved with construction of the pump station and four inch force main and costs for operation and maintenance of the system. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Greer to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
