1993-10-18 Water & Sewer NEW HANOVER COUNTY WATER AND DISTRICT BOARDBOOK 2 REGULAR MEETING, OCTOBER 18, 1993PAGE 127 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met in Regular Session on Monday, October 18, 1993, at 11:31 A.M. in the First Floor Assembly Room of the New Hanover County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. Members present were: District Commissioners William A. Caster; Robert G. Greer; William E. Sisson, Jr.; Vice-Chairman Sandra Barone; Chairman E. L. Mathews, Jr; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Mathews called the meeting to order. NON-AGENDA ITEMS Chairman Mathews inquired as to whether anyone from the general public would like to present an item not listed on the Regular Agenda. No items were presented. APPROVAL OF SEWER ALLOCATION FOR LOCATION OF A MCDONALD'S AT 2541 CASTLE HAYNE ROAD County Engineer, Wyatt Blanchard, reported on a request from the McDonald Corporation for a 3,000 gallon per day sewer allocation for location of a McDonald's at 2541 Castle Hayne Road. The District's total sewer allocation in the City's Northside Treatment Plant is 100,000 gallons. Currently, there is an allocation of 41,575 gallons being utilized and if this request is approved only 52,000 gallons of capacity will be available. Staff has no problem with approval of the request; however, the District Board should consider future needs before approving a request of this type. Vice-Chairman Barone inquired as to whether the McDonald Corporation has an alternative, and if the District approved a sewer allocation for Food Lion Shopping Center in the Castle Hayne area? County Engineer Blanchard stated there is not another alternative and the Food Lion Shopping was allocated 18,000 gallons per day. Discussion was held on the amount of capacity available and the need for the District to retain at least 20,000 to 30,000 gallons. Further discussion was held on the possible needs by the Airport with development of the Industrial Park and other developments in the northern end of the County that would require future sewer allocations. After discussion of establishing a reserve figure, it was agreed to very carefully review future sewer allocation requests instead of establishing a reserve. Upon vote, the MOTION CARRIED UNANIMOUSLY. Discussion was held on developing plans for construction of a Northside Wastewater Treatment Plant. County Engineer Blanchard reported the request for qualifications has been completed; therefore, the Consulting Engineer will be able to proceed with development of a plan. Discussion was held on sludge applications and the fact that Pender and Brunswick counties are no longer going to accept the sludge from restaurant grease traps. County Engineer Blanchard reported McKim & Creed has just completed a feasibility study on how to handle sludge and a copy will be forwarded to the Commissioners' office. Also, when the Northside Wastewater Treatment Plant is constructed, it will be designed to handle the disposal of septage and grease trap wastes. ADJOURNMENT Motion: District Commissioner Sisson MOVED, SECONDED by Vice- Chairman Barone to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Mathews adjourned the meeting at 11:44 A.M.
