Assistant County Manager, Dave Weaver, commented on numerous
meetings with the property owner and stated staff has not been
able to reach an agreement for acquisition of these easements
with the property owner. All easements have been acquired except
for these parcels; therefore, in order to continue construction
along Market Street, it is necessary to acquire a fifteen foot
easement along the edge of the referenced parcels.
Vice-Chairman Greer inquired as to why the property owner
was not willing to grant the easements. Assistant County Manager
Weaver stated the property owner expressed concern for the
existing residents in the Porters Neck area not receiving fair
treatment on extension of the sewer line as well as concern for
expenditures involved with maintenance and construction of the
line. Staff explained to the property owner that the sewer line
would not be in the process of being constructed unless the
District had entered into a cooperative agreement with the
developer.
