1991-10-21 Water & Sewer17 MINUTES OF NEW HANOVER COUNTY WATER & SEWER DISTRICT MEETING OCTOBER 21, 1991 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met on Monday, October 21, 1991, at 9:51 o'clock A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners E. L. Mathews, Jr.; Fred Retchin; William H. Sutton; Vice-Chairman Robert G. Greer; Chairman Jonathan Barfield, Sr.; County Manager, Allen O'Neal; Assistant County Attorney, Wanda Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Barfield called the meeting to order. APPROVAL OF MINUTES Motion: District commissioner Retchin MOVED, SECONDED by District Commissioner Mathews to approve the minutes of the Regular Meeting of October 7, 1991, as presented. Upon vote, the MOTION CARRIED UNANIMOUSLY. ~. NON-AGENDA ITEMS Chairman Barfield asked if anyone from the general public would like to present an item not listed on the Regular Agenda. No items were presented. APPROVAL OF CONTRACT #92-0173 WITH THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION TO INSTALL 24 INCH SEWER TRUNK ACROSS N. C. HIGHWAY 132 NEAR MONKEY JUNCTION County Engineer, Wyatt Blanchard, commented on the State's plan to widen Highway 132 near Monkey Junction and stated it would be appropriate to authorize the Department of Transportation to install a section of the District's planned 24-inch sewer trunk line during the construction project. The estimated cost for the job to be performed during the construction project is approximately $15,000 versus $50,000 if the pipe is installed by the County after completion of the road project. Motion: District Commissioner Retchin MOVED, SECONDED by Vice-Chairman Greer to approve the contract with the Department of Transportation to install the 24 inch sewer trunk line during the construction project of N. C. Highway 132 near Monkey Junction. The Chairman was authorized to execute the contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. ~ 18 MINUTES OF REGULAR MEETING, OCTOBER 21, 1991 Vice-Chairman Greer expressed appreciation to County 0 Engineer Blanchard for bringing projects of this type to the attention of the District Board and encouraged him to continue to pursue joint agreements which save the District money. APPROVAL OF EXEMPTION FROM SEWER CONSTRUCTION REQUIREMENTS OAKHILL SUBDIVISION, SECTION 3 County Engineer, Wyatt Blanchard, stated Mr. G. G. Harward, has requested authorization to divide the remaining portion of the tract of land into two parcels, each being in excess of eight acres with a large percentage of the land being wetlands. He stated after review, Staff would recommend granting the exemption due to the size of the lots and the percentage of wetlands which would make it impossible to install sewer. Mr. G. G. Harward, owner of the property, stated the land was purchased in the late 70 I s with a di vision of the good portion into 14 individual lots. The remaining wooded lands are not usable due to wetlands; however, two small sandhills, approximately 1/2 to 1 acre in size, do exist and could be used for installation of one septic tank on each sandhill. An individual would like to purchase the land for storage of equipment with the possibility of placing a mobile home on one of the tracts. He requested exemption from the sewer requirement. Motion: After discussion of not being able to install sewer 0 lines on the property, District Commissioner Retchin MOVED, SECONDED by Vice-Chairman Greer to grant the sewer exemption as requested. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: Vice-Chairman Commissioner Mathews to UNANIMOUSLY. Greer adjourn.
