MINUTES OF REGULAR MEETING, APRIL 21, 1992
ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Tuesday, April 21,
1992, at 10:11 A.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District commissioners E. L. Mathews,
Jr.; Fred Retchin; William H. Sutton; Vice-Chairman, Robert G.
Greer; Chairman Jonathan Barfield, Sr.; Deputy County Manager,.Mary
Gornto; county Attorney, Wanda M. Copley, and Clerk to the District
Board, Lucie F. Harrell.
Chairman Barfield called the meeting to order.
NON-AGENDA ITEMS
Chairman Barfield asked if anyone from the general public
would like to present an item not listed on the Regular Agenda.
No items were presented.
APPROVAL OF MINUTES
Motion: District Commissioner Retchin MOVED, SECONDED by District
commissioner Mathews to approve the minutes of the Regular Meeting~
of April 6, 1992, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
AUTHORIZATION TO ACCEPT PRIVATELY CONSTRUCTED SEWER SYSTEMS
The District commissioners were requested to authorize
acceptance of the proposed sewer systems as recommended by the
county Engineer in accordance with section 15-93 of the New Hanover
County Sewer Ordinance:
226 Lot 23 Dutch Square
227 Lot 21 Dutch Square
228 Stonebridge
229 Cedar island
231 Woodberry South
234 Landis Farms
235 Apple Valley
238 River Island
239 Moores Creek
240 Gold Rydge
241 Food Lion
242 Georgia Place
The sewer systems will not be accepted until all required
construction has been satisfactorily completed. In addition, all
documents will be executed as required.
Motion: District Commissioner Retchin MOVED, SECONDED by District
Commissioner sutton to authorize the County Engineer to accept the

sewer systems as recommended and in accordance with the Sewer
Ordinance. Upon vote, the MOTION CARRIED UNANIMOUSLY.

REQUEST FOR EXEMPTION FROM SEWER CONSTRUCTION REQUIREMENTS - THREE-
LOT MINOR SUBDIVISION ON GRANNY ROAD
.The District Commissioners were requested to grant exemption
from sewer construction requirements for a three-lot minor
subdivision on Granny Road in the northern part of the County. Two
of the lots are adjacent to Granny Road with the third lot having
an easement to Granny Road. -Staff recommends granting the
exemption contingent upon the deed stating that lot six will
connect to the sewer system upon availability at the owner's
expense.
Motion: District Commissioner Sutton MOVED, SECONDED by District
Commissioner Mathews to grant the exemption from sewer construction
requirements for the three-lot minor subdivision on Granny Road
contingent upon the deed stating that Lot 6 will connect to the
sewer system upon availability on Granny Road at the owner's
expense. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
Motion: District Commissioner Retchin MOVED, SECONDED by District
Commissioner Mathews to adjourn. upon vote, the MOTION CARRIED
UNANIMOUSLY.
