MINUTES OF REGULAR MEETING, JULY 20, 1992
ASSEMBLY
The District Board of Commissioners of the New Hanover County
Water & Sewer District met in Regular Session on Monday, July 20,
1992, at 11:06 A.M. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District commissioners E. L. Mathews,
Jr.; Fred Retchin; William H. sutton; Vice-Chairman Robert G.
Greer; Chairman, Jonathan Barfield, Sr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Barfield called the meeting to order.
APPROVAL OF MINUTES
Motion District Commissioner Retchin MOVED, SECONDED by District
Commissioner Sutton to approve the minutes of the Regular Meeting
of July 6, 1992, as presented by the Clerk to the District Board.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
NON-AGENDA ITEMS
Chairman Barfield asked if anyone from the general public
would like to present an item not listed on the Regular Agenda.
No items were presented.

APPROVAL OF REQUEST FROM SEWER CONSTRUCTION REQUIREMENT FOR A MINOR
SUBDIVISION AT THE END OF LYNN ROAD AND ADJACENT TO BIZZEL AVENUE
IN THE CASTLE HAYNE AREA
County Engineer, Wyatt Blanchard, reported that Mr. John R.
Starling, owner of a tract of land at the end of Lynn Road and
adjacent to Bizzel Avenue in the Castle Hayne area, has proposed a
3-lot subdivision and has requested exemption from the sewer
construction requirement. After review, staff recommends granting
the exemption with the requirement that the lot owners construct a
sewer to the District Sewer System when available to the adjacent
subdivision with this clause being written into the deeds.
Motion: District Commissioner Retchin MOVED, SECONDED by District
commissioner Mathews to grant exemption from the sewer construction
requirement for the 3-1ot minor subdivision contingent upon the lot
owners constructing a sewer to the District Sewer system upon
availability to the adjacent subdivision. This clause is to be
written in the deeds. Upon vote, the MOTION CARRIED UNANIMOUSLY.

Motion: District commissioner Retchin MOVED, SECONDED by District
commissioner Mathews to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
