1992-09-21 Water & Sewer70 MINUTES OF REGULAR MEETING, SEPTEMBER 21, 1992 ASSEMBLY The District Board of Commissioners of the New Hanover County Water & Sewer District met in Regular Session on Monday, September 21, 1992, at 9:46 A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District commissioners E. L. Mathews, Jr.; Fred Retchin; William H. Sutton; Vice-Chairman Robert G. Greer; Chairman Jonathan Barfield, Sr.; County Manager, Allen O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. APPROVAL OF MINUTES Motion: District commissioner Retchin MOVED, SECONDED by District commissioner Mathews to approve the minutes of the Regular Meeting of September 8, 1992, as presented by the Clerk to the Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. NON-AGENDA ITEMS Chairman Barfield asked if anyone from the general public would like to present an item not listed on the Regular Agenda. No items were presented. AUTHORIZATION FOR CONSTRUCTION OF TRUNK SEWER SYSTEM IN THE MONKEY JUNCTION AREA County Engineer, Wyatt Blanchard, reported that the District will be accepting the Cape Fear utility sewer systems for operation and maintenance within a few months. Considering this fact and other proposed development activity in the Monkey Junction area, staff requests permission to proceed with the design and bidding of the trunk sewer lines (6,800 feet) for the immediate area, at a cost of approximately $500,000. The major benefit to the District will be the immediate elimination of five (5) pump stations and one in the near future. In order to fund the project, Staff recommends that all new subdivisions and new commercial entities pay a $1.50 per daily gallon fee. This fee would apply only to new development connecting only to the proposed system. This fee should generate approximately $300,000 in revenues. The timing of revenues generated and the actual amount is dependent upon the phasing and intensity of development. Staff believes that vacant property owners and developers with interest in this area will be supportive of the funding proposal. All engineering work will be performed by staff. Discussion was held on the importance of eliminating septic 71 MINUTES OF REGULAR MEETING, SEPTEMBER 21, 1992 tanks along the waterway, and the need to update the Dobo pump stations at an approximate cost of $500,000. It was generally agreed that construction of the trunk sewer system would be beneficial for the District. Motion: After further discussion, District commissioner Retchin MOVED, SECONDED by District commissioner Sutton to authorize staff to proceed with construction of the trunk sewer system in the Monkey Junction area as proposed. Upon vote, the MOTION CARRIED UNANIMOUSLY. DISCUSSION OF REQUEST BY MR. D. L. BORDEAUX FOR A SEWER LINE EXTENSION IN GREENVIEW RANCHES County Engineer, Wyatt Blanchard, reported that Mr. D. L. Bordeaux owns property in the area known as Greenview Ranches, which is across U. S. Highway 17 from Bayshore Estates. The District is being requested to extend a line from Lost Tree Lane in Bayshore to the end of Greenview Drive. Construction of this line will allow activation of the dry sewer line along Oak Ridge Lane and serve approximately 50 existing lots. The estimated cost of the extension is approximately $115,000. Due to other projects with higher priority, staff recommends that the project be approved for construction when funds can be obligated in the future. .' District commissioner Retchin inquired as to the amount of revenue that would be generated by the proposed sewer line extension? County Engineer Blanchard stated approximately $1,100 monthly. Motion: After discussion of higher priority projects, District commissioner Mathews MOVED, SECONDED by District Commissioner Retchin to approve the recommendation of staff, which is to authorize construction of the sewer line extension from Lost Tree Lane in Bayshore to the end of Greenview Drive when funds become available in the future and can be obligated to this project. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF REQUEST FOR SEWER ALLOCATION FROM THE NORTHSIDE TREATMENT PLANT County Engineer, Wyatt Blanchard, stated the District has a 100,000 gallon per day allocation of sewer capacity in the City's Northside Treatment Plant with 32,267 gallons per day already allocated. After review of requests, Staff recommends granting the following sewer allocations: -New Hanover County Schools: capacity for Wrightsboro School. to eliminate the usage of septic Allocate 4,500 gallons of This will allow the schools tanks. -New Hanover County Airport: for a new Aircraft Rescue Airport. Motion: District commissioner Retchin MOVED, SECONDED by District commissioner Mathews to approve the sewer allocations as recommended by staff.; Upon vote, the MOTION CARRIED UNANIMOUSLY. EXECUTIVE SESSION Motion: District commissioner Retchin MOVED, SECONDED by District commissioner Mathews to convene from Regular Session to Executive Session to discuss a property matter. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Barfield convened from Regular Session at 10:15 A.M.
