MINUTES OF REGULAR MEETING, DECEMBER 7, 1992
ASSEMBLY
The New Hanover County District Board of Commissioners of the
New Hanover County Water & Sewer District met in Regular Session on
Monday, December 7, 1992, at 6:41 P.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington,
North Carolina.
Members present were: District Commissioners E. L. Mathews,
Jr.; Fred Retchin; William H. Sutton; Vice-Chairman Robert G.
Greer; Chairman Jonathan Barfield, Sr.; County Manager, Allen
O'Neal; County Attorney, Wanda M. Copley; and Clerk to the District
Board, Lucie F. Harrell.
Chairman Barfield called the meeting to order.
APPROVAL OF MINUTES
Motion: District Commissioner Retchin MOVED, SECONDED by District
commissioner Mathews to approve the minutes of the Regular Meeting
of November 16, 1992, as presented by the District Clerk to the
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.

ELECTION OF DISTRICT COMMISSIONER E. L. MATHEWS, JR. AS CHAIRMAN OF
THE WATER , SEWER DISTRICT BOARD OF COMMISSIONERS FOR THE ENSUING
YEAR
County Attorney, Wanda Copley, reconvened to Regular Session
at 10:29 P.M. and reported that the newly elected County
Commissioners had been administered Oaths of Office which empowers
them to serve as the District Board of Commissioners of the Water
& Sewer District. The District Board of Commissioners is now
composed of the following members:
District Commissioner Sandra Barone
District Commissioner William A. Caster
District Commissioner Robert G. Greer
District Commissioner E. L. Mathews, Jr.
District Commissioner William E. Sisson, Jr.
County Attorney Copley opened the floor to receive nominations
for Chairman of the District Board of Commissioners of the New
Hanover County Water & Sewer District.
District Commissioner Caster nominated Sandra Barone.
District commi~sioner Sisson nominated E. L. Mathews, Jr.

There being no further nominations, County Attorney Copley
declared the nominations closed.
Vote: County Attorney Copley called for a vote on election of
District Commissioner Sandra Barone. Upon 'vote, District
Commissioner Barone received two votes as follows:
Voting Aye: District Commissioner Barone
District Commissioner Caster
Vote: County Attorney Copley called for a vote on the election of
District Commissioner E. L. Mathews, Jr. Upon vote, District
Commissioner Mathews received the following votes and was elected
Chairman of the Water & Sewer District for the coming year:
voting Aye: District Commissioner Greer
District Commissioner Mathews
District Commissioner Sisson
ELECTION OF DISTRICT COMMISSIONER SANDRA BARONE AS VICE-CHAIRMAN OF
THE WATER & SEWER DISTRICT BOARD OF COMMISSIONERS FOR THE ENSUING
YEAR
Chairman Mathews opened the floor to receive nominations for
Vice-Chairman of the District Board for the coming year.

District commissioner Greer nominated District Commissioner
Sandra Barone.
There being no further nominations, Chairman Mathews declared
the nominations closed.
Vote: Upon vote, District Commissioner Sandra
UNANIMOUSLY elected to serve as Vice-Chairman of the
County Water & Sewer District for the ensuing year.

Chairman Mathews inquired as to whether anyone from the
general public would like to present an item not listed on the
Water & Sewer agenda. No comments or items were presented.
ADJOURNMENT
Motion: District commissioner Greer MOVED, SECONDED by District
Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Chairman Mathews adjourned the meeting at 10:30 P.M.
