ASSEMBLY
The New Hanover County Board of Commissioners held a Special Meeting on Wednesday,
October 7, 1998, at 9:00 a.m. in the New Hanover County Administration Building, Room 301, 320
Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioner Charles R. Howell; Vice-Chairman Robert G. Greer;
and Chairman William A. Caster.
Commissioner Davis was absent.
Commissioner Birzenieks arrived at 9:20 a.m.
Chairman Caster called the meeting to order and reported that a Special Meeting had been
called to conduct interviews for the position of Tax Administrator. He advised that three applicants
would be interviewed, and he requested the Board to convene to Closed Session.
Motion:
Vice-Chairman Greer MOVED, SECONDED by Commissioner Howell to convene from
Special Session to Closed Session to interview three applicants for the vacant Tax Administrator
position pursuant to NCGS 143-318.11(6). Upon vote, the MOTION CARRIED by a 3 to 0 vote.
Chairman Caster convened to Closed Session at 9:04 a.m.
Motion:
Commissioner Howell MOVED, SECONDED by Vice-Chairman Greer to reconvene to
Special Session. Upon vote, the MOTION CARRIED by a 4 to 0 vote.
Chairman Caster reconvened to Special Session at 11:58 a.m.
Discussion centered around the fact that all three applicants were well qualified and capable
of filling the position. Further discussion was held on the benefits that would be derived from offering
the position to a qualified employee in the Tax Department.
Consensus:
After further discussion, it was the consensus of the Board to authorize the County
Manager to negotiate an offer with Mr. Robert (Bob) G. Glasgow to fill the position of Tax
Administrator.
ADJOURNMENT
Motion:
Commissioner Howell MOVED, SECONDED by Commissioner Birzenieks to adjourn the
meeting. Upon vote, the MOTION CARRIED by a 4 to 0 vote.
Chairman Caster adjourned the meeting at 12:05 p.m.
