RESOLUTION
OF THE
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
WHEREAS, THE U.S. Environmental Protection Agency (USEP A) has issued emission guidelines
for large waste combustors in accordance with Title 40 U.S CFR Part 60 (FFF) to be implemented
no later than November 19,2000;
AND WHEREAS, W ASTEC's Unit 3A is a large unit by definition,
AND WHEREAS, an activated carbon injection system is necessary to meet the new emission
guidelines;
AND WHEREAS, NORIT Americas, Inc., has submitted a bid which meets the specification
requirements for a carbon injection system that will comply with the new emission guidelines;
AND WHEREAS, NORIT Americas, Inc., is the sole bidder at thirty eight thousand dollars
($38,000) for the purchase of this system;
AND WHEREAS, the Director of Environmental Management and the County Manager recommend
that a contract be awa.rded to NORIT Americas, Inc., to purchase a carbon injection system not to
exceed the amount of thirty-eight thousand dollars ($38,000);
AND WHEREAS, funds are available and are now in Account No. 700-485-4193-6300 to cover this
contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New Hanover County
that the contract for the purchase ofa carbon injection system to be installed on Unit 3A at the New
Hanover County Waste-to-Energy Conversion Facility (W ASTEC) be awarded to NORIT Americas,
Inc. for the amount not to exceed thirty-eight thousand dollars (38,000); and that the County is
hereby authorized and directed to execute the contract, contract form to be approved by the County
manager

meet the new emission guidelines;
AND WHEREAS, Air Techniques, Inc., has submitted a bid which meets the specification
requirements for an upgraded CEMS that will comply with the new emissions guidelines;
AND WHEREAS, Air Techniques, Inc., is the low bidder at two hundred thirty-one thousand dollars
($231,000);
AND WHEREAS, the Director of Environmental Management and the County Manager recommend
that a contract be awarded to Air Techniques, Inc., to upgrade W ASTEC's CEMS
note to exceed the amount of two hundred thirty-one thousand dollars ($231,000);
AND WHEREAS, funds are available and are now in Account No. 700-485-4193-6300 to cover this
contract;
NOW, THEREFORE, BE IT RESOL VED by the Board of Commissioners of New Hanover County
that the contract for continuous emission monitoring system upgrade to Unit 3A at the New Hanover
County Waste-to-Energy Conversion Facility (W ASTEC) be awarded to Air Techniques, Inc. for
the amount not to exceed $231 ,000; and that the County is hereby authorized and directed to execute
the contract, contract form to be approved by the County Manager

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, Chapter 143, Article 3D of the North Carolina General Statutes permits
a local government to exempt specific projects from any need to solicit requests for
qualifications from architects, engineers, or surveyors; and
WHEREAS, New Hanover County desires to obtain certain mapping services at the
earliest opportunity, to promote public safety and planning needs through Federal funding
addressing river/barrier islands and ocean flooding; and
WHEREAS, New Hanover County desires to informally bid the above-referenced
services, and consider price as the primary basis in any contract award
NOW, THEREFORE, BE IT RESOLVED that the Flood Mapping Services project
is hereby exempted from the requirements of Chapter 143, Article 3D

RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, the Wilmington-New Hanover County Insurance Advisory Committee has,
since 1967, provided insurance coverageforthe City of Wilmington, New Hanover County, and City
and County Agencies, with the City and County each appointing three members to said Committee;
and
WHEREAS, the Wilmington-New Hanover County Insurance Advisory Committee
("Committee") has filed a Report and Petition for Dissolution with the Wilmington City Council and
New Hanover County Board of Commissioners; and
WHEREAS, it appears to the New Hanover County Board of Commissioners that risk
management and placing insurance coverage has developed into a profession which involves not
only the placement of insurance, but a process that explores the best and most economical method
that public entities may use to cope with and fund exposures to risk. In recent years most of the
larger cities and counties have created risk management staff positions for coordinating placement
of insurance on behalf of their employers. Also, Carlton Allegood, Executive Director of the
Wilmington-New Hanover County Insurance Advisory Committee, has stated that he desires to
retire in August 2000; and
WHEREAS, the New Hanover County Board of Commissioners agrees with the Report
and Petition of the Wilmington-New Hanover County Insurance Advisory Committee and wishes
to thank this Committee for its valuable contributions to the City and County for the past thirty-three
years.
NOW, THEREFORE, the New Hanover County Board of Commissioners does adopt
the following Resolution:
RESOLVED, that the operational aspects of the Wilmington-New Hanover County
Insurance Advisory Committee shall be terminated on August 31, 2000, and allowing time to
conclude the Committee's administrative matters, that final dissolution of the Committee to take
place on or before August 31, 2001

WHEREAS, the attached petitian has been filed with the Baard of County Commissioners of the County of
New Hanover requesting that the above described road(s), the location afwhich has been indicated in red on the
attached map, be added to the Secondary Road System, and
WHEREAS, the Board of County Commissioners is of the opinion that the above described road(s) should
be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the
Division of Highwavs of the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved bv the Board of Commissioners of the Countv of New Hanover that the
Division of Highwavs is herebv requested to review the above described road(s), and to take over the road(s) for
maintenance if they meet established standards and criteria.
