Road(s) Description:
ROADS IN BREWSTER PLACE SUBDIVISION
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is 'hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.
CERTIFICATE
The foregoing resolution was duly adopted by the Board of
Commissioners of the County of New Hanover at a meeting on the

PROJECT ORDINANCE
PILOTS RIDGE GRADING AND INFRASTRUCTURE CAPITAL PROJECT
BE IT ORDAINED, by the Board of Commissioners of New Hanover
County:
1. New Hanover County (County) is engaged in the Acquisition
and Construction of the Pilot's Ridge Grading and Infrastructure
Project, which capital project involves the construction and/or
acquisition of capital assets.
2. County desires to authorize and budget for said project in
a proj ect ordinance adopted pursuant to North Carolina General
statute $159-13.2, such ordinance to authorize all appropriations
necessary for the completion of said project.
NOW, THEREFORE, WITNpSSETH THAT:
1. This project ordinance is adopted pursuant to North
Carolina General Statute $159-13.2.
2. The project undertaken pursuant to this ordinance is the
Acquisition and Construction of the Pilot's Ridge Grading and
Infrastructure Capital Project, which project is herewith
authorized.
3. The revenue that will finance said project is:
Transfer from General Fund $ 4,674,923
Transfer from School Fund 1,000,000
Transfer from Water/Sewer District 500,000
Contribution from Schools 1,000,000
Total $ 7,174,923

4. The following appropriations necessary for the project are
herewith made from the revenue listed above:

5. This project ordinance shall be entered in the minutes of
the Board of Commissioners of New Hanover County. Within five days

IN THE MATTER OF NAMING TWO ROADS (PRIV ATE) ORDINANCE
TO BELMONT COURT AND BELMO,NT CIRCLE (WILLIAMSBURG PLACE @
NORTHCHASE)
It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the naming of Belmont Court and Belmont Circle located in Cape
Fear Township, 4200 block of Northchase Parkway West and a part of Williamsburg Place and
recorded as part of Plat Book 37, Page 116 of the New Hanover County Registry and it further
appearing that a public hearing was held on Monday, February I, 1999, at which time all persons
were heard on the question of whether or not the namings would be in the public interest; and it
further appearing that notice of said hearing was transmitted to all resident owners and prominently
posted in at least two (2) locations along said roads, and published in the Star News local newspaper,
and the Board of County Commissioners is of the opinion that said roads in New Hanover County
should be named and the naming of same is in the public interest, the description of which is
delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described roads
are hereby named Belmont Court and Belmont Circle.
IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the office of the
Register of Deeds of New Hanover County, North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the postmaster having jurisdiction over the
road, the North Carolina Board of Transportation and to any city within five (5) miles of said road
in accordance with N C. General Statutes 153A-240.

Circle, numerical range 4200-4299 and 3300-3499 respectively

WHEREAS, ready and accurate identification of developed property is important for the
delivery of general County services, for the operation of commercial enterprises, for the response of
emergency and public safety vehicles, and for the convenience of the general public; and
WHEREAS, a' comprehensive and systematic property numbering system is an efficient
means of identifying property within the County; and
WHEREAS, such a system will promote the health, safety, and welfare of the citizens of
New Hanover County
THEREFORE, it further appearing that a public hearing was held on February I, 1999, at
which time all persons were heard on the question of whether or not assigning house numbers would
be in the public interest, and it further appearing that notice of said hearing was prominently posted
in at least two (2) locations along said street, that notice of the time, place and subject matter of the
hearing was prominently posted at the County Courthouse and published in a newspaper of general
circulation in the County
NOW THEREFORE, it is ordained and decreed that the above house number assignments
be made.
It is further ordered that a copy of this ordinance be transmitted to the Postmaster having
jurisdiction over the road, to the Board of Transportation, Sheriffs 911 Dispatcher and to any city
within five miles of said road in accordance with N C. General Statute I 53A-240

A PRIVATE EASEMENT TO PONDEROSA LANE
ORDINANCE
It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the naming of Ponderosa Lane located in Masonboro Township
approximately 300 feet south of Dartmouth Road /Westchester Road, extending from that point
south 150 feet to the private easement and recorded as part of Map Book 704, Page 208 of the New
Hanover County Registry and it further appearing that a public hearing was held on Monday,
February I, 1999, at which time all persons were heard on the questIOn of whether or not the naming
would be in the public interest; and it further appearing that notice of said hearing was transmitted
to all resident owners and prominently posted in at least two (2) locations along said private
easement, and published in the Star News local newspaper, and the Board of County Commissioners
is of the opinion that said private easement in New Hanover County should be named and the
naming of same is in the public interest, the location of which is delineated on the attached exhibit.
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described road
is hereby named Ponderosa Lane.
IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the office of the

Addendum to Conditional Use District, Case Number Z-559j Harbor
Village at Wilmington Shipyard, Revision 2/99
The New Hanover Board of County Commissioners, having held a hearing on February 2, 1999
and based on the information provided, hereby revises the site plan for Harbor Village Wilmington
Shipyard. Revisions include:
Reduction in number of boat slips to 91
Authorization to place 15 floating structures (homes) in the marina. The design of those
structures must be substantially consistent with the artist renderings presented at the
hearing. Failure to comply will require reapproval by the County Commissioners.
The elimination of 39 land-based residential units.
The establishment of a multi-use marine resources center for use by the NC Public
Aquarium, the Cape Fear Rowing Club, the County Museum and related educational and
recreational groups.
Expansion of the areas devoted to open space.
The provision of adequate sized holding tanks for waste water storage for each floating
structure.

Commissioner Birzenieks moved that the Board of Commissioners adopt the following
resolution and that motion was seconded by Commissioner Howell and was adopted by the
following vote:

WHEREAS, the North Carolina Local Government Commission wants to be assured that
monies are available beyond proceeds ofthe County's Series 1999 Hospital Revenue Bonds to
pay for certain projects to be financed by those bonds, in the event actual project costs exceed
current expectations; and
WHEREAS, the Local Government Commission wants the Board of Commissioners to
adopt a resolution in that regard;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners is informed
and believes that New Hanover Regional Medical Center has funds available to it and on hand

that can and will be used to complete the projects to be financed with the above-referenced bonds
in the event that bond proceeds are not adequate to complete those projects.

1 A meeting of the Board of Commissioners ofthe County of New Hanover, located
in the State of North Carolina, was duly held February 1, 1999, such meeting having been noticed,
held and conducted in accordance with all requirements of law (including open meetings
requirements), and minutes of that meeting have been duly recorded in the Minute Book kept by me
in accordance with law for the purpose ofrecording the minutes of the Board.
2. I have compared the attached extract with the minutes so recorded and the extract
is a true copy of those minutes and of the whole thereof insofar as those minutes relate to matters
referred to in the extract.
3 That extract correctly states the time when the meeting was convened and the place
where the meeting was held and the members of the Board who attended the meeting.
