The New Hanover County Board of Health met on Wednesday, October 5, 1983 at the
New Hanover County Health Department.

Tom Stich, Sdnitarian, was recognized for the "North Carolina Rookie San~tarian of
the Ye~~r" award he was given at the annual NCPHA meeting in Raleigh.
Storm Wate:r- Management Committee Report: Dr. Eakins told the Board that as a follow-
up to the recommendation made by Mr. Felix Cooper, County Manager, a work session was
held with the County Commissioners and representatives from various county depart-
ments. He statp.d that some problems were discussed at this meeting that will not be
sol'led until the drainage program is started. Dr. Eakins reported that this group
suggested that the Storm ~ater Management Specialist also be an Engineer. Concern
-..- was expressed by members of the board that this person should be a "working" enqineer
and should take care of all drainage complaints. Dr. Eakins asked Mr. Parker and

the County Manager's office to review the job description. Dr. Eakins moved that
the Board of Health adopt the Proposal for starting a New Hanover County Storm Water
Management Program as outlined. Dr. Neal seconded the motion. After discussion by
the Board of Health, Dr. Eakins amended his motion to include in paragraph 0, "This
Committee shall be appointed by the Chairman of the Board of Health", and to the
composition of the Board; "l. Representative from Pleasure Island area 2. Repre-
sentative from Wrightsville Beach, both of whom have storm water drainage experience".
Dr. Neal seconded the amendment. The motion and amendment carried unanimously. It
was suggested that funding be requested to begin this program by January 1, 1984.
Mr. Durham asked Mr. Parker to get the proposal and job description in form for the
County Commissioners and that each Board of Health member be mailed a copy.

Fee Committee: Dr. Neal reported that Etra Wood from the Division of Health Services
had not been able to come for the meeting which was scheduled for October 3, 1983 but
that the meeting would be rescheduled just as soon as possible. He said he would not
have a report until after this meeting.
Long Range Planning Committee: Mr. Bagley asked if this Committee should be concerned
with a long range plan for the Board of Health or the Health Department. He told the
Board that the Health Department has a Comprehensive Health Plan that is very extensive.
Mr. Bagley listed some things that he felt could be long range plans for the Board of
Health. The Board agreed that Mr. Parker should do the long range plan for the depart-
ment and the Committee should proceed with long range plans for the Board of Health.
Scott P.udisi 11 Property Report: Hike Rhodes, EnviroLrnental Health Director I reported
that modification letters had been mal led to Mr. Rudisill outlining the modifications
that would be required to put septlc tanks on the property. He stated tha't the modifi-
cations had not been made at this time.

Home Health Program Recommendations: Mr. Parker xeported that positive chang8s were
heing made to imprcve the Home Health Progra~m:

1. Answering Service has been updated to 24 hour coverage
2. Mr. Ron Clitherow, Executive Vice Preside~t of N. C. Association for Home
Care, has spent two hour~ with the Home Health Staff and Dr. Phillip Smith,
President of the Home Health Advisory Board. Mr. Clitherow had also spent
time with others in the community with interests in Home Health Care.
3. Policy Statement on Home Health prepared
Mr. Parker gave copies of the Policy statement to the Board. The statement is as
follows:
The New Hanover County Board of Health wishes our Home Health Program to
be a totally comprehensive program offering full services including:
1. Skilled Nursing
2. Aide
3. Physical Therapy
4. Speech Therapy
5. Occupational Therapy
6. Social Work
7. Nutrition
8. Durable Medical Equipment
9. Medical supplies

Our Home Health program should also attempt to be as self sUPDortino as
possible by ensuring that charges to all payors are at least equal to cost.

While being self supporting, we expect Health Department management to
ensure maximum cost efficiency of operation.

Our program will continue in its performance of providing Home Health
services to patients regardless of their ability to pay.
After discussion of the policy, l'lr. Bagley moved the policy be adopted by the
Board of Health. Mrs. Credle seconded the motion and it carried unanimously.
A copy of the policy will be sent to the County Commissioners with a letter point-
ing out the budgetary implementation.
Committee Appointments: Mr. Durham appointed the following people to committees:

Resignation of Animal Control Director: Mr. Parker reported that Charles Newkirk,
Animal Control Director, had resigned to go into private business~ Dr. Neal said
the Animal Cont.rol Advisory Board \vould like to have input in hiring a new Director.
Mr. Forker reported that Property Maintenance is proceeding with renovating the
building to be used for office space. He also told the Board that the Animal Control
Officers had picked up a ba.t and sent it off for exarnination. The bat had rabies.

RESOLUTION
in
MEMORY OF
DR. JOSEPH C. KNOX
NEW HANOVER COUNTY HEALTH DIRECTOR
1968-1976

The New Hanover County Board of Health hereby adopts the following
resolution in memory of the services rendered by Dr. Joseph C. Knox
to the citizens of New Hanover County through his contributions to the
New Hanover County Health Department.
W HER E A S
1. Dr. Knox was appointed to the New Hanover County Board of Health
on August 18, 1948 and served until October 31, 1968, at which
time he was appointed to serve as Health Director of the New Hanover
County Health Department where he served as Director from November
1, 1968 until July 15, 1976; and whereas
2. Under Dr. Knox's leadership as Health Director in New Hanover
County a cooperative relationship developed between the Univer-
sity of North Carolina, Chapel Hill, and the local Health Depart-
ment in which extensive community diagnosis projects were under-
taken; and whereas
3. While serving as Health Director, Dr. Knox welcomed UNC, Chapel
Hill undergraduate and graduate students for clinical experience
and was willing to share knowledge with them; and whereas
4. As Health Director, Dr. Knox employed the first Family Nurse
Practitioner in a Health Department in North Carolina and served
as her pediatric backup; and whereas

5. Under the leadership of Dr. Knox, a new Health Department
building was completed and staff moved into the new building
on December 3, 1974; and whereas
6. In 1976, Dr. Knox was chosen as "Health Director of the Year"
at the North Carolina Association of County Commissioner's
meeting in Pinehurst; and whereas
7. Dr. Knox devoted forty-eight years to Preventive Medicine
NOW THEREFORE, BE IT RESOLVED that the New Hanover County Board of
Health does hereby sincerely honor and remember Dr. Joseph C. Knox
for his unselfish and devoted service to the New Hanover County Board
of Health, the New Hanover County Health Department and the citizens
of New Hanover County; and
BE IT FURTHER RESOLVED that a copy of this resolution be presented to
the family of Dr. Joseph C. Knox.
IN WITNESS WHEREOF, the New Hanover County Board of Health has caused
this resolution to be adopted in its behalf through its Chairman,
Carl T. Durham, and attested by its Secretary, and its corporate seal
to be hereto affixed, this 5th day of October, 1983, and by authority
duly given.
