The New Hanover Coun ty Board of Heal th met on Wednesday, December
4, 1985, at the New Hanover County Health Department.

Mrs. Credle, Chairman, called the meeting to order at 8:00 A.M.
and called for corrections to the November 6, 1985 minutes. Mr.
Durham asked that one correction be made on page 3, under "Letter
of Appreciation to County Commissioners." On line 1, instead of
Mr. Durham suggested, should be Dr. Hicks suggested. wi th this
correction, Mr. Grathwol moved the minutes be approved. Dr. Sobol
seconded the motion and it carried unanimously.

Department Focal
Susan O'Brien and Michael Rhodes told the Board about the Food
Bacteriology Program that has been started in the Health
Department. Samples of food are brought in by the Sanitarians
from various restaurants to the Health Department Laboratory for
specific bacteriology tests. This is being done in order to make
local restaurants even better and safer places to eat.

Employee Health Program: During a discussion of the proposed
Employee Health Program, question was raised as to whether or not
employees who are exposed to blood but do not want to receive the
Hepatitis vaccine should sign a waiver. Dr. Hicks moved that the
Employee Health Program policy be adopted and that Mr. Parker
check with the County Attorney to see if the Hepatitis vaccine
waiver should be signed by those choosing not to receive the
vaccine. Dr. Sobol seconded the motion and it carried
unanimously. A copy of the Employee Health Program is attached as
a part of these minutes.

Novem er 9 1n C ape Hi : Mr. Dur am, Mrs. Credle, Mr.
O'Neal and Mr. Parker attended this meeting. Mr. Durham gave a
brief report on the meeting. Mr. Parker announced that Mr. Durham
had been appointed to a Steering committee that will work to form
an Association of Local Boards of Health in North Carolina.

Request Made to Board of Education: Mrs. Credle reported that
agreeme~t had not been reached with the Board of Education
concern1ng the mechanics of the Teenage Pregnancy Program. The
Board of Education has agreed to a Committee made up of three
members of the Board of Education and three members of the Board
of Health to work out the details. Mrs. Credle appointed a
commi ttee of herself, Mr. Henry and Dr. Hicks to work with the
Board of Education members.

names were submitted by Ron Currie, Animal Control Director, and
Mrs. Credle for appointment or re-appointment for 1986:

New Hanover County Fire Ant Program: Michael Rhodes, Director of
Environmental Health and Volney Gilbert, Supervisor of Vector
Control, told the Board that the Fire Ant Program which has been
administered jointly by the Department of Agriculture and the
Health Department will be discontinued as we presently know it.
Fire ant hills will no longer be treated, but an educational
program for the public will begin. The public will be advised on
pesticides to use and how to use them.
Election of Officers: Dr. Roseman moved that the slate of
officers presented earlier be accepted by acclamation. Motion was
seconded by Mr. Whaley and carried unanimously. Mrs. Credle will
serve as Chairperson of the Board and Dr. Hicks will serve as Vice
Chairperson.
Changes in Fee Policy: Mr. Parker told the Board that some
problems had come up with the indigent not being able to sign an
indigency statement to receive innoculations, flu and pneumonia
vaccines and pregnancy testing and that the policy needed to be
revised to allow the indigent to receive these services without
charge. Dr. Hicks moved that the policy be changed to allow
indigency statements to be used for the above services. Dr. Sobol
seconded the motion and it carried unanimously.

There being no further business, Mr. Durham moved the meeting be
adjourned. Motion was seconded by Mr. Strickland and the meeting "'"
