The New Hanover County Board of Health met on Wednesday, January
6, 1988, at the Health Department.

Ms. Credle called the meeting to order at 8:00 A. M. Mr. Blake
presented the invocation. Ms. Credle called for corrections to
the minutes of the meeting of December 2, 1987. Mr. Blake moved
the minutes be approved. Dr. Goins seconded the motion and it
carried unanimously.
Ms. Credle presented a Certificate of Appreciation to Ms. Grace
Hendrix, Volunteer Clerical Assistant. This certificate was
issued by the North Carolina Department of Human Resources and
signed by Governor Martin. Ms. Hendrix had contributed 150
voluntary hours to Public Health in the general clinic of the
health department. Ms. Credle congratulated and thanked Ms.
Hendrix for her voluntary services.
New Board of Health Members: Ms. Credle, on behalf of the Board,
welcomed the new members. Dr. Pascal Camak, Dentist Member, Ms.
Catherine Vangellow, Citizen Member, and Mr. Albert Corbett,
Commissioner, had been appointed to the Board of Health by the
County Commissioners. Oath of Office was administered by Ms.
Margaret Payne, Notary Public.
Department Focal:
Bobby Waters, Mosquito and Vector Control Director, presented to
the Board members a program on Organic Spoil Extraction. He
showed slides of the organic spoil extractor equipment developed
and used to maintain existing mosquito control drainage projects
in New Hanover County. Mr. Waters expressed that he felt that
this equipment and procedure of maintaining ditches and streams
has reduced mosquito breeding and spoilage of wetlands in the
County. Mr. Blake congratulated Mr. Waters on the development
and design of this equipment. The possibility of a patent for
this equipment was discussed.

Capi tal Improvements: Lynda Smith, Assistant Health Director,
presented a report on the Design and Development Project of the
Building Plans for the renovation and expansion of the health
department. Mr. Parker stated that the current problems with
this project are: (1) fire hydrants are required at a distance
of at least 300 feet in front and behind the health department
building, (2) the new construction must develop a holding pond
for proper drainage for this facility and (3) a four foot strip
of natural earth must be developed on health department property.
Mr. Blake expressed concern over these additional expenses for
this project.
Health Promotions Committee: Mr. Howard, Chairman, reported that
letters were mailed to city and county municipalities requesting
implementation of the Safety Seat Belt policy in governmental
vehicles. He stated that safety seat belts should be required,
utilized, inspected and maintained in both front and back seats
of taxis and governmental vehicles. The Board has asked that
this item be added to the taxi inspection report in New Hanover
County.

Credle announced the 1988 Committee

Board of Health Members: Ms. Credle expressed to Nolan 0 I Neal
that he will be greatly missed on the Board of Health. Mr.
O'Neal stated that he had enjoyed serving on the Board. As a
member of the New Hanover Memorial Hospital Board, his goal is to
promote the idea that health providers, hospitals, clinics and
physicians work together on health related issues. Mr. Corbett
expressed his appreciation to Mr. O'Neal and stated that he was
glad to be expanding his horizons as a Board of Health member
and is especially interested in health related matters.
Health Director Comments:
Mr. Parker announced that there is to be a Personnel Committee
meeting immediately following the Board of Health meeting. The
Committee is to select the employee for the Super Staff Award.
Ms. Credle is to present this award at the health department
staff meeting on Friday, January 8, 1988.
Mr. Parker informed the Board of the Personal Health General
reorganization which was effective January 1, 1988. The Personal
Health General Division had 62 employees and was divided into the
following four divisions:
Community Health - Betty Creech - Director
Epidemiology/Adult Health - Beth Day - Director
Family Planning/Personal Health General - Marian Duggins -

Mr. Parker announced that Sharon Mault, Health Promotion
Director, resigned effective December 23. 1988, to accept
employment with the Forsyth County Health Department. He
reported that he plans to consolidate the Health Promotion and
Health Opportunities Programs. This division will be the Health
Promotions Division with Joette Smith, Director.
Mr. Parker stated that Frankie Thomas of Leland had donated a
ramp for the Katie Beckett Home Health patient. He showed
photographs to the Board members of the ramp donated for the
handicapped patient.
