HomeMy WebLinkAbout04/05/1989 BOH Minutes The New Hanover County Board of Health met on Wednesday, April 5, 1989, at 8:00 A.M. at the Health Department. Members Present: John Leonard, DVM, Chairman Don Blake Albert Corbett Michael Goins, OD Julius Howard Amaryllis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Catherine Vangellow Members Absent: Pascal Camak, DDS Alan Thomas, MD Robert S. Parker, Health Director Others Present: Lynda F. Smith, Assistant Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:00 A.M. Ms. Smith presented the invocation. Dr. Leonard called for corrections to the minutes of the March 1, 1989 meeting. Mr. Blake moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Department Focal: Lead poisoning Prevention Program Ms. Avery Rollinson, Public Health Nurse, and Mr. Tom Stich, Environmental Health Supervisor, presented to the Board a program on the Lead poisoning Prevention Program and distributed literature containing an article on Childhood Lead poisoning in North Carolina: Experience in Wilmington. Lead poisoning is a socio-economical, medical and environmental problem. The New Hanover County Health Department organized a probe screening program in July 1976 and found that children in New Hanover County are at risk of poisoning from lead-base paints. Committee Reports: Community Relations Committee: Mr. Robinson, Chairman, Community Relations Committee, advised the Board that Public Health Week and Bite Awareness Week are April 9-15, 1989. Public Service Announcements for the media have been prepared by the Health Promotions Division of the health department. Dr. Leonard and Mr. Ron Currie, Animal Control Director, are to appear on television in recognition of these proclamations. 10Q Budget Committee Ms. Lynda Smith, Assistant Health Director, reported that the FY89-90 BUdget for the Health Department has been submitted to Mr. Felix Cooper, County Manager. Mr. Parker and Ms. Smith will meet with Mr. Cooper and staff at 9:30 A.M. on Friday, April 7. Dr. Camak, Chairman, BUdget Committee, will meet with the BUdget Committee after the completion of Mr. Cooper's recommendations. The Budget Committee will present the FY89-90 BUdget at the May Board of Health meeting. Ms. Smith stated that request for reallocation of the Nursing Director salary to fund and establish (2) Clerk-Typist Ill's and (1) Health Educator I (60%) will not be considered for this FY88-89 but will be included in the Budget Request for FY89-90 (per Mr. Cooper). Personnel Committee: Mr. Howard, Chairman, Personnel Committee, requested that Board members complete the annual written personnel evaluation of Mr. Parker and return it as soon as possible to Mr. Howard in the addressed envelope. The appraisal will be presented at the May Board of Health meeting. Unfinished Business: Fencinq Private Pools: Dr. Rosenkoetter, Chairman, Health Promotions Committee, led the discussion on the feasibility of whether to grandfather existing pools in relation to the Proposed Amendments to Swimming Pool Rules, Section 6.11, requiring the fencing of private pools in New Hanover County. Ms. Dianne Harvell, Environmental Health Director, stated that there are a total of 950 swimming pools in New Hanover County. Jim Hayes, Sanitarian, Swimming Pool Inspector, expressed that he felt additional time was needed for consideration of the definitions and rewording of the proposed amendment. Dr. Rosenkoetter said she felt we needed the expertise and study of the proposal by the Environmental Health staff. Mr. corbett inquired about the effective date of the proposal and requested that the time frame for this regulation be considered. It was the consensus of the Board that the Environmental Division should study the proposal and report recommendations to the Health Promotions Committee and Board. Health their to the New Business: Board Members Comments: Dr. Goins inquired about the Tri-County Dental Society Proposal for an HIV and AIDS Dental Clinic for the Health Department. Ms. Smith stated that Dr. Camak, Dental Society representative, IIIIIt - - - - - - -~ indicated prior to the meeting that he felt this issue did not need to be brought up again for discussion. Mr. Corbett encouraged Board members to attend one of the Drug Forums to be held in May 1989. He will furnish Board members a schedule of these meetings. Drug abuse is a concern of the County Commissioners and the citizens of New Hanover County. Mr. Corbett stated that the Health Promotions Committee might consider involvement in this project relating to drugs in New Hanover County. Health Director Comments: Ms. Smith introduced Ms. Rowena Sewell, Heal th Director, who issued an invitation to Board participate in HOP activities and distributed calendars listing initiatives. Opportunities members to April 1989 Ms. Smith stated that the New Hanover County Health Department's supplemental MCH Delivery Fund allocation for FY89-90 is $1,278. Ms. Smith announced that April 9-15, 1989, has been proclaimed by the state and county as Public Health Week. In New Hanover County this week has been proclaimed also as Bite Awareness Week. Public Health Week activities include Public Service Announcements by Board members: Mr. Robinson, Chairman, Mr. Corbett and Ms. Catherine Vangellow of the Community Relations Committee. Dr. Leonard and Mr. Ron currie, Animal control Director, pre-taped an interview with Wayne Jackson on WECT-6 in recognition of Public Health Week and Bite Awareness Week. Other activities include PSA's to local radio stations, newspaper articles, posters and calendars distributed to all health department staff. April 9-15 is also National Laboratory Week and National volunteer Week. Ms. Smith welcomed and introduced new employees: Sandra Fuller, Clerk Typist III, Maternal and Child Care Harriet Mitchell, Clerk Typist III. Environmental Health Cathy Nuttall, Clerk Typist III, WIC Anita sigmon, Nutritionist I, WIC Dr. Leonard announced that Ms. Beth Day, Nursing Supervisor, has been nominated for one of the YWCA Women of Achievement Awards. Ms. Smith stated that a National Public Television Special Showcasing the Baby Love Program will be broadcasting at 10: 00 P.M. on April 10, 1989. Filming of the North Carolina portion of the documentary was done in Caldwell County. Dr. Goins, also, encouraged Board members to watch Public Television's excellent presentations on AIDS. ~O^ , - - r.1s. Smith reported that on recommendations from Wanda Copley, Assistant County Attorney, and Chris Hoke, Attorney and Assistant State Health Director, that Mr. Parker made the decision not to appeal the judgement concerning the inspection of the Kitchen Restaurant. .... - Recyclinq Mr. Corbett stated he was pleased to announce that New Hanover County has hired a Recycling Coordinator. He would like to challenge the health department to develop leadership in the development of recycling and set a model for the county. At the request of Ms. Smith, Mr. Stich, Environmental Health Supervisor and Chairman, Health Department Recycling Committee, explained that the health department had a container on the premises which was donated by Container Products for the recycling of drink cans and that he anticipates growth in this newly established recycling process. Mr. Corbett commended the health department and stated that the County Commissioners were interested in recycling endeavors. There being no further business, the meeting was adjourned at 9:25 A.M.
