Members Present: John Leonard, DVM, Chairman Don Blake Albert Corbett Pascal Camak, DDS Michael Goins, OD Arnaryallis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Catherine Vangellow Members Absent: Julius Howard Alan Thomas, MD Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:00 A.M. Dr. Leonard presented the invocation. Dr. Leonard called for corrections to the minutes of the May 3, 1989 meeting. Mr. Blake moved and it was seconded that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Awards Received in May - Ms. Susan O'Brien Dr. Leonard recognized and congratulated Ms. Susan O'Brien, Laboratory Director, who was the recipient of the following two prestigious awards at the Eastern District NCPHA Annual meeting: Eastern District NCPHA Outstanding Career Achievement Award Eastern District NCPHA Laboratory Section Outstanding Laboratorian Award Ms. O'Brien stated that this was the nicest thing that anybody had ever done for her. She thanked Mr. Parker for her nomination and expressed that she felt that Mr. Parker does a wonderful job recognizing health department employees for their achievements. Department Focal: Ms. Susan O'Brien, Laboratory Director, presented to the Board a program on Blood Chemistry Profiles. She stated that the State Laboratory discontinued Blood Chemistry Profiles in September 1988. To meet this need the Health Department purchased a Chemical Analyzer for $9,000 in June 1988 which enables the Laboratory to offer Blood Chemistry Profiles for patients of the health department and private physicians. 20G committee Reports: Budqet Committee Dr. Camak, Chairman, reported that the budget hearing with the County Commissioners was held on May 16, 1989, and that the recommended FY89-90 Budget was approved with the addition of two new positions. Ms. Lynda Smith, Assistant Health Director, announced that these two new positions are an LPN II in Family Planning and a Clerk Typist III in the Administration Division. These positions are to be funded by the reallocation of the salary from the vacant Nursing Director's position. She distributed to the Board copies of the approved salary upgrades for the Health Department. County employees are to receive a 5% cost of living increase in January 1989 and are eligible for a 2.5% merit increase during this fiscal year. Ms. smith stated that the request for computers was cut in this fiscal year budget and would be included in the FY90-91 Budget. Board members were thanked for their participation in this year's budget process. Health promotions Committee Dr. Rosenkoetter, Chairman, reported that the Health Promotions Committee and the Board of Health are proposing the adoption of a regulation which will require the fencing of private pools. A discussion of this regulation and possible adoption will take place at the Board of Health meeting on July 5, 1989. This regulation shall be effective October 1, 1989. Mr. Parker referred the Board members to a letter which he prepared to interested persons regarding the fencing of private pools. He stated that a description of the proposed Fencing of Private Pools Regulation will appear in the Wilmington Star News at least ten days before the July 5 meeting of the Board of Health, and be available in the office of the New Hanover County Commissioners and in the Health Director's office at the Health Department. Animal Control Advisory Board Dr. Leonard introduced Ms. Donna Neal, Chairman, Animal Control Advisory Board, who presented proposals to the Board of Health from the Animal Control Advisory Board. ..... - ~ - Mandatory Spay Neuter Proqram for all Adopted Pets Ms. Neal stated that the Animal Control Advisory Board supports and requests that the Board of Health adopt a Mandatory Spay Neuter Program for all Adopted Pets at the New Hanover County Health Department Animal Control Center and request that the County Commissioners pass a Mandatory Spay Neuter Ordinance to reduce the number of homeless cats and dogs in the county and to control the number of animals euthanized at the County Animal - Shelter. - ~}()I,If) - Dr. C~nak moved that the Board of Health adopt a Mandatory Spay Neuter Program and request that the New Hanover County Board of Commissioners adopt the proposed Mandatory Spay Neuter Ordinance for all Adopted Pets at the New Hanover County Animal Control Division. Upon vote, the MOTION CARRIED. Mr. Parker and the Board members were asked to contact their area legislators to request that the legislators support HB-737: Dog and Cat Sterilization Law. Mr. Corbett announced that the Legislative Coordinating Council meeting is to be held at 8: 00 A.M. on Monday June 26, 1989. He extended an invitation to Ms. Neal and encouraged interested Board members to attend this meeting. County License Citation - $25.00 Ms. Neal explained that the present County Dog License Citation is $25.00. The citation allows for a 3-day grace period for purchase of dog tags which voids the payment of the $25.00 citation. She stated that Animal Control personnel have requested that the citation for non-compliance should be immediate. Dr. Rosenkoetter moved that the Board of Health approve the adoption of an immediate County License Citation in the amount of $25.00. Upon Vote, the MOTION CARRIED. Animal Welfare Act Ms. Neal stated that the Advisory Board supports the Animal Welfare Act which will provide regulations for care of animals in counties which have Animal Control Shelters. Dr. Leonard stated that he supports the Animal Welfare Act in general but that the Act stipulates that veterinarians will add a tax of .50 cents to each Rabies vaccination to support the Animal Welfare Act. He expressed that he felt this fee should be added to the County dog tag cost. After discussion of the Animal Welfare Act, it was the consensus of the Board that the Animal Welfare Act should be reviewed and placed on the July 5 Board of Health agenda. Dr. Leonard will prepare a letter to area legislators supporting the Animal Welfare Act in general but with reservation regarding the addition of a .50 cents tax on each Rabies vaccination to be collected by veterinarians. Mr. Ron Currie, Animal Control Director, stated he would furnish a copy of the Animal Welfare Act to Board members upon request. Mr. Blake expressed his appreciation Control staff for an excellent job. for their support. to Mr. Currie and the Animal Mr. Currie thanked the Board Unfinished Business: '" ~ t'~ ~I - _1_" New Business: ~ Monthly Budget Report Ms. smith referred the Board members to their Monthly Budget Report. This is a revenue and expenditure report which Ms. Smith has compiled for the past year on a monthly basis. After discussion of the utilization of this report, it was the consensus of the Board that the report should be prepared on a quarterly basis. - Proposal - New Hanover Board of Education School Nurses Mr. Parker reported that he and Dr. C. D. Gurganus, Assistant Superintendent of Instruction, have prepared a proposal to transfer Board of Education Nurses and the School Nursing Program to the Public Health Department. The Health Department will provide all school nursing services for the New Hanover County Board of Education if the proposal is adopted. This need resulted due to the fact that nurses practicing in New Hanover County Schools are not provided nursing supervision by a Registered Nurse, which is a stipulation of the North Carolina Nurse Practice Act. Mr. Parker stated that he felt that this transfer of the School Health Program to the Health Department would alleviate the supervision problem and allow for positive growth in school nursing services. .. Funds allocated to the School Nurse Program for the Board of Education will be appropriated to the New Hanover County Health Department. - After discussion of this proposal, Mr. Parker requested the Board of Health's endorsement of this proposal. Mr. Blake moved that the Board of Health endorse the Proposal to transfer New Hanover Board of Education School Nurses to the New Hanover County Public Health Department. Upon vote, MOTION CARRIED with Ms. Rehder abstaining from vote due to conflict of interest. Board Members Comments: Dr. Leonard stated that an article in the Wilmington Morning Star News did not look favorable for the approval of the proposed Ferret Bill which was introduced by Representative Harry Payne. Mr. Blake announced that the Cape Fear Community College Associate Degree in Nursing has been approved by the State Board of Nursing and that 30 students from 700 applicants have been accepted for classes to be held on the second floor of the Emergency Medical Services building. .. - .' -1 ..:'1 ~ , - ~r. Blake asked if the Seafood Ordinance regulating shrimp from trucks on the highway is still in effect. stated that this ordinance is in effect and enforced. the sale of Mr. Parker Mr. Corbett stated that he had heard on a local TV program this morning that Hepatitis could be transmitted from dogs to humans. After a discussion of Hepatitis, Mr. Parker stated he would check on the validity of this news release and respond accordingly. Ms. Rehder announced that "Preventing A Heart Attack" sponsored by Cape Fear Memorial Hospital will be shown on WECT-TV, Channel 6, on June 14, 1989, at 9 P.M. She requested that health department employees be notified of this presentation. Health Director Comments: Mr. Parker thanked Dr. Leonard for contributing his telephone directories to the health department's RecYCling Program. Board members were invited to participate in this program. The RecYCling Program has earned approximately $120.00. Mr. Parker invited Board members to attend the Public Hearing on Septic Tanks to be held on Monday, June 26, 2989, at Laney High School in Wilmington, N. C. Mr. Parker encouraged Board members to attend "The Future of Public Health" forums to be held on June 8 and June 15, 1989. -- Mr. Parker reported to the Board that the health department has received the following additional funding in the County General Fund for the Fiscal Year Budget 1989-90: Mosquito Control - $9,225 Home Health - $3,121 The next Board of Health meeting is to be on Wednesday, July 5, 1989, at 8:00 A.M. The Annual meeting of Boards of Health is to be on September 15, 1989, in Charlotte, N. C. The North Carolina Public Health Association Annual meeting will be September 13 - 15, 1989. Mr. Parker displayed a photo album on the New Hanover County Health Department Building Expansion and Construction which began in December 1988. Board of Health members were invited to participate in the County Blood Drive. Ms. Smith, Assistant Health Director, stated 48 health department employees have signed up for this drive.
