HomeMy WebLinkAbout08/02/1989 BOH Minutes ~-....- - , , .. . The New Hanover County Board of Health met on Wednesday, August 2, 1989, at 8:00 A.M. at the Health Department. Members Present: John Leonard, DVM, Chairman Don Blake Pascal Camak, DDS Michael Goins, OD Julius Howard Amaryallis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Catherine Vangellow Members Absent: Albert Corbett Allan Thomas, MD Others Present: Robert S. Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:00 A.M. Dr. Leonard presented the invocation. Dr. Leonard called for corrections to the minutes of the July 5, 1989 meeting. Mr. Blake moved that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Super Staff Winner: Dr. Leonard recognized and congratulated Ms. Rennie Flewwellin, Administrative Assistant, who was recipient of the Semi-Annual Super Staff Award. Dr. Leonard commended Ms. Flewwellin for her services in the health department. Department Focal: Seatbelt Promotion at GE and Feet First. First Time Program: Ms. Kathy McMahon, UNC Student Intern, presented a slide presentation on her health department summer activities which included a Seatbelt Promotion and Survey for GE employees and the Feet First, First Time Program given to six swim teams in New Hanover County. The components of the Feet First, First Time Program included a film, speaker on Spinal Cord Functions and Injuries, presentation by Trey Ruffner, a spinal injured victim, and an Emergency Services demonstration on the removal of accident victims. Mr. Parker commended Ms. McMahon for her energy, enthusiasm and special treatment of these Health Promotion initiatives. Dr. Leonard thanked Ms. McMahon for her assistance with these programs. Dr. Rosenkoetter recommended that a letter of commendation on behalf of the Board of Health be sent to Ms. McMahon's UNC Advisor. ~~o ~ I ~.-I committee Reports: - Unfinished Business: - New Business: Medicaid Rate Adjustments Mr. Parker presented a Schedule of Medicaid Rate Adjustments which became effective July 1, 1989. This schedule must be approved annually by the Board of Health prior to local health department implementation. Dr. Goins moved the Board of Health approve the Adjustments for Medicaid Clinic Services Reimbursement Rates effective July 1, 1989. Upon vote, the MOTION CARRIED UNANIMOUSLY. Changes in Home Health Charges Mr. Parker presented a Revised Fee Schedule for the Home Health Program. He requested that the Board approve these changes in Home Health charges effective July 1, 1989. Dr. Goins moved that the Board approve the changes in the Home Health Reimbursement Rate for Professional Services effective July 1, 1989, for the New Hanover County Home Health Program. Upon vote, the MOTION CARRIED UNANIMOUSLY. -- -, Board Members Comments: Health Director Comments: Mr. Parker announced that health department staff contributions to the United Way Campaign were $3,286.00. This was the most successful campaign that has been held in the health department. Forty-four health department employees participated in the County Bloodmobile held on June 6, 1989. Mr. Parker stated that Ms. Lynda Smith, Assistant Health Director, did an excellent job in the coordination of the Blood Drive for the health department. Mr. Parker encouraged Board members to attend the Annual meeting of Boards of Health to be held on September 15, 1989, in Charlotte, N.C. Dr. Rosenkoetter stated that she plans to attend this meeting. A discussion on the organization and history of the Boards of Health followed. Mr. Parker is to request that Mr. Carl Durham, former Board Chairman and Member, and Past President, Association of N.C. Boards of Health, present the Department Focal at a future Board meeting. ~ - .;-1) ~he North Carolina Public Health Association Annual meeting will be September 13 - 15, 1989. Board members were invited to attend this meeting. Mr. Parker displayed a picture of Dr. Leonard and Ms. Naomi Yopp, proprietor, The Glenn Hotel, which was taken at the County Commissioners meeting on Monday, August 7, 1989. He also referred to a thank you letter from Ms. Yopp to Mr. Pete Davis, Sanitarian, for recognizing Ms. Yopp for having a grade A sani tation rating for 50 years. A discussion followed on the feasibility of developing a method of documenting and/or recognizing grade A sanitation rating recipients in New Hanover County. Mr. Parker stated that he would check on the workableness of this and respond accordingly. Mr. Parker introduced new staff members: Lisa Benoit, Nutritionist II, WIC Sharon Byrd-Hanson, Clerk Typist III, Administration Mr. Parker distributed information entitled "Cancer is Taking Too Many Lives in New Hanover County!" He stated that this information was prepared by The North Carolina Cancer Control Program and will be presented at the County Commissioners meeting in Raleigh. Ms. Smith presented the Year End Budget Report. She explained $375,000 was the present Unobligated Balance of the $4,700,000 88-89 Fiscal Year Budget. Dr. Rosenkoetter stated that Ms. Georgia Ezzell, former Public Health Nurse, received special recognition on her 100th birthday. Ms. Ezzell was a Public Health Nurse for 38 years. Mr. Parker announced that the health department is receiving a new roof and that the new construction is scheduled to be completed by the first week in November.
