Health met on Wednesday, October Conference Room of the Health Members Present: John Leonard, DVM, Chairman Don Blake Michael Goins, OD Julius Howard Amaryallis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Catherine Vangel low Members Absent: Pascal Camak Albert Corbett Alan Thomas, MD Others Present: Lynda F. Smith, Assistant Health Director Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:00 A.M. Mr. Blake presented the invocation. Dr. Leonard called for corrections to the minutes of the September 6, 1989 meeting. Dr. Leonard moved that the minutes be approved. Upon vote, the MOTION CARRIED UNANIMOUSLY. Mr. Leon Hampton Sewell - Recoqnition of 30 Years Public Health Service in North Carolina Dr. Leonard recognized and congratulated Hampton Sewell, Sanitarian, who received a certificate and pin at the Annual meeting of the North Carolina Public Health Association acknowledging his 30 years of devoted Public Health service in North Carolina. Department Focal: Association of N.C. Boards of Health Ir.. ."" Mr. Carl Durham, Past Chairman and Past Member of New Hanover County Board of Health and Past President and Member of the Association of N.C. Boards of Health, made a presentation on the history and functions of the Association of N.C. Boards of Health (ANCBH). Mr. Durham stated that the goal of the ANCBH is to pursue excellence in Public Health. ANCBH assists Local Boards of Health in the protection, promotion and growth of Public Health in North Carolina. He stated that Local Boards of Health should continue to establish standards and evaluate the needs of the community and communicate these standards and needs to the County Commissioners and to measure our standing with other Boards in New Hanover County and the community. 22R Mr. Blake conunended Mr. Durham for his years of service to New Hanover County Health Department and to Public Health in North Carolina. Dr. Goins stated that he and Dr. Rosenkoetter attended the Annual meeting of ANCBH. He explained that North Carolina is the only state with a state association. Dr. Rosenkoetter encouraged the Board to support other Local Boards of Health in their participation in ANCBH activities. Dr. Leonard thanked Mr. Durham for presenting the department focal on the ANCBD to the Board members. Dr. Jorqe Gonzalez and Ms. Margaret Holt Conunendation 1989 Special Dr. Leonard recognized Dr. Jorge Gonzalez and Ms. Margaret Holt who received the Adult Health Promotion Section 1989 Conunendation at the Annual meeting of the North Carolina Public Health Association. This conununity project of the New Hanover County Breast Cancer Screening Program was a cooperative effort of the Medical Society and health organizations. Dr. Gonzalez thanked the Health Department staff and the Board of Health for their special recognition, assistance and support of this project. conunittee Reports: Unfinished Business: New Business: Board of Health Planninq Session Dr. Leonard stated that he and Mr. Parker had discussed the Board of Health Planning Session to be held on November I at 8 A.M. It was the consensus of the Board of Health that this will be a three to four hour planning session with a facilitator selected by Mr. Parker. Mr. Durham, other former Board members and the Management Team will be invited to attend and participate in this session. The Management Team is to meet and have a representative present topics for this brainstorming session. Dr. Leonard, Mr. Parker and Ms. Smith will prepare the Planning Session Agenda. The location of the Board of Health Planning Session should facilitate conununication and will be determined by attendance of this session. Dr. Leonard stated that he feels the planning session should follow the regular meeting of the Board of Health. Board Members Conunents: Mr. Blake stated that in the future he would like for the Board to be more careful about granting variances and that he is concerned about the variance of the Spay Neuter Ordinance which the Board granted at the October Board of Health meeting. He would like for a variance to be granted for a good reason and not be based upon emotion. He stated that he felt perhaps a conunittee should have been appointed and that the Animal Control ..... - ..... - .-- - ',",'0 , staff should have been consulted. Dr. Leonard stated that he plans to clarify motions in the future by aSking for a repeat of motions before they are voted upon. Dr. Goins expressed a desire and recommendation on informing the public on why it was not environmentally safe after a hurricane for them to go back into the disaster area. Dr. Goins explained that the media should inform the public on what to do after a disaster. Ms. Smith stated that Dan Summers, New Hanover County Emergency Services Director, is holding a Hurricane Hugo follow-up meeting on Friday, October 7, 1989. A discussion on disaster procedures and the availability of a generator for the health department followed. Ms. Smith will present Dr. Goins' suggestion and other hurricane related problems at the Emergency Services meeting. Dr. Leonard thanked Dr. Goins for his assistance with visual screening in the schools. Health Director Comments: Ms. Smith announced that WIC has an additional caseload of 97 and received $8,323 additional revenues for the Fiscal Year 89-90 Budget. Ms. Smith encouraged Board members to attend the Continuing Education Program on Drug Awareness sponsored by the Wilmington AHEC to be held on Monday, October 30, 1989, 6:30 P.M. - 9: 30 P.M., at the Wilmington Hilton. Board members were requested to complete their registration forms today or by October 23, 1989, or notify Ms. De Vane know if they cannot attend this training session. Ms. Smith reported that the month of October has been designated locally and nationally as AIDS Awareness Month. A list of New Hanover County Health Department AIDS Awareness Month Activities is a part of the Board packet. Ms. Smith introduced new staff members: Donna Cullipher - Public Health Nurse - Home Health Mary Piner - Public Health Nurse - MCC/FP Kimberley Shelton - Public Health Nurse - HOP Shirley Souza - Clerk Typist - Home Health Page Tootoo - Public Health Nurse - Family Planning Tracy Trussler - LPN - MCC r . Well Baby Clinics Mr. Blake reported that he had heard from several people that the Health Department Well Baby Clinics were excellent. Ms. Creech, Community Health Nursing Director, stated that the clinics render a valuable service to the community and were staffed with dedicated nurses and doctors.
