Members Present: John Leonard, DVM, Chairman Donald Blake Pascal Camak, DDS Michael Goins, 00 Julius Howard Amaryallis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Catherine Vangellow Members Absent: Albert Corbett Others Present: Robert S. Parker Frances F. De Vane, Recording Secretary Dr. Leonard called the meeting to order at 8:00 A.M. Dr. Goins presented the invocation. Dr. Leonard called for corrections to the minutes of the meeting of November 1, 1989. Dr. Leonard moved the minutes be approved. There were no corrections to the minutes. Department Focal: Ruth Foy, Public Health Nurse, Hypertension Coordinator, made a presentation to the Board entitled Community Outreach Hypertension Program (COHP) in New Hanover County. COHP offers outreach, blood pressure screening and education to the citizens of New Hanover County. Ms. Foy explained the services of the Hypertension Program and the Big Business, Small Business _ Hypertension is Serious Business Campaign of the health department. Mr. Parker stated that Ms. Foy was recognized for her innovative work as an invited guest speaker representing the State of North Carolina at the Chronic Disease Southeastern High Blood Pressure Conference in New Orleans, Louisiana. Dr. Rosenkoetter requested that the Board of Health go on record in the Board of Health minutes congratUlating Ms. Foy for her presentation and performance in the New Hanover County Health Department Hypertension Program and commending her for the invitation to speak at the conference. Committee Reports: Personnel Committee Mr. Howard, Chairman of the Personnel Committee, the Personnel Committee meeting scheduled prior meeting was cancelled since the establishment of is unnecessary. explained that to this Board a new position .....o1li '" '" (:. .~..oII.:) ',- I Nominatinq Committee ~ Mr. Howard presented the following nominations for the 1990 Chairman of the Board of Health: -- Mr. Don Blake Dr. John Leonard Mr. Blake withdrew his name from the list of nominations. Dr. Rosenkoetter moved Board of Health for UNANIMOUSLY. that Dr. Leonard remain as Chairman of the 1990. Upon vote, the MOTION CARRIED Dr. Leonard thanked the Board for their support and confidence in him. New Business: County License Taq Sales by Local veterinarians Mr. Ron Currie, Animal Control Director, presented statistical reports of rabies in animals. Due to a mobile society rabies is increasing. A discussion of the prevention of rabies and cases of rabies followed. - Ms. Donna Neal, Chairman, Animal Control Advisory Board, distributed a letter from G. Robert Weedon, DVM, requesting that New Hanover County veterinarians be allowed to act as agents in selling county dog/cat licenses. Ms. Neal stated that this could be implemented on a voluntary basis and would assist in controlling rabies. An example of the application form for New Hanover County Dog/Cat License Tags was reviewed. Dr. Rosenkoetter suggested that this procedure be considered for veterinarians from surrounding counties. -- Dr. Leonard New Hanover and allied UNANIMOUSLY. moved that the County Dog/Cat organizations. Board of Health endorse the sale of License Tags by local veterinarians Upon vote, the MOTION CARRIED Dr. Leonard thanked Mr. Currie and Ms. Neal for their assistance and commended the Board of Health for passing rabies prevention and control ordinances. New Addition Update: Ms. Lynda Smith, Assistant Health Director, reported that the 19,000 square-foot addition to the New Hanover County Health Department was completed in November. The Certificate of Occupancy for the building addition has been delayed due to negotiations with the State Department of Transportation (DOT) concerning the completion of the sidewalk on 17th Street in a joint project. Mr. Ed Hilton, County Engineer, has requested the - - 237 issuance of the Certificate of Occupancy prior to the completion of the sidewalk since the project has received approval but could take several years to complete. Mr. Parker explained that the County Commissioners at their December 4, 1989 meeting approved his request for completion (electrical wiring and carpeting) of one of the three shelled areas of the new addition to accommodate the growth in staff since the original expansion plans. Ms. Smith is planning a tour of the new addition of the building for Board members at the January Board of Health meeting. Board members were requested to mark these dates on their calendars. This event will include the dedication of the new building addition, recognition of Public Health Week and 111 years of Public Health in New Hanover County. A Healthy Living Fair will be held at the health department for the citizens of New Hanover County. Mr. Parker attended the First Annual Injury Symposium held by Governor Martin on November 6 and 7, 1989. Representatives from New Hanover County attending this meeting formed a Bike Helmet Coalition to promote bike helmets in New Hanover County. November and December acti vi ties included PSA I S on radio and television, distribution of letters and information to New Hanover County Schools third and fourth grade parents promoting bike helmets and coupons from local bike dealerships for discounts on bike helmets. Mr. Parker exhibited his bike helmets to the Board of Health. Dr. Goins gave a case report on a bike injury and expressed his support of wearing bike helmets. - Mr. Parker invited and encouraged Board members to attend the Health Department Annual Christmas dinner to be held at the East Wilmington Baptist Church on December 15, 1989, 12 Noon - 2 P.M. --------- (;""I~9 A~,Jr.....l.....1 Mr. Parker and the Management Team are working on the Board planning Session. Mr. Parker has contacted Dr. Nixon of UNC-W ~ regarding a community survey. He requested that the community Relations Committee select a date to meet with Dr. Nixon -- regarding this survey. Mr. Parker invited the Board members to participate in the New Hanover County Bloodmobile Drive on December 11, 1989. Mr. Parker plans to ask the Board of Health for their assistance in selecting a Mission Statement for the health department. The Management Team has selected three Mission Statements. Mr. Parker introduced the following new staff members: Cathy Steele, Nutritionist, WIC Joan Alexander, Public Health Nurse, Home Health Renee Tootoo, Public Health Nurse, Community Health Carol Drummond, Clerk Typist, community Health Dress-A-Doll Ms. smith displayed the dolls dressed by health department employees for the Annual Salvation Army Dress-A-Doll Program. These dolls will go to needy children and be on display at the Annual Salvation Army "Doll Tea". Mr. Parker and Dr. Leonard commended Ms. Smith for her organization of this health department tradition. ~ - Mr. Parker announced that the County Commissioners will make Board member appointments at the next Commissioners meeting. Mr. Parker referred the Board of Health to an article, "No-Smoking Crusader Stamps Out Recall," in their Board packet. Smoking issues for next year include the use of tobacco products in our society, clean indoor air regulations, law against minors purchasing cigarettes and lobbying to increase tax on cigarettes. Mr. Currie, Animal Control Director, invited Board members to review a video, "Who Cares Anyway."
