RECOGNITION PRIOR TO BOARD OF HEALTH MEETING "',.- New Hanover County Health Department (NHCHD) Defeats Department of Social Services (OSS) in County Blood Drive On April I, 1992, at 8:00 A.M., the New Hanover County Board of Health and the health department staff met in the Health Department Auditorium. Mr. Parker introduced Mr. Wayne Morris, Director, DSS, who presented a bouquet of flowers to the Health Department staff in acknowledgement of the health department I s victory over DSS in the recent County Blood Drive. Mr. Morris congratulated the NHCHD for having more blood donors than DSS. On behalf of DSS, Mr. Morris challenged the NHCHD for the June 1992 Blood Drive. 100% smokefree Establishments/Organizations New Hanover County 100% Smoke free Establishment Certificate for Furniture City was accepted by Mr. Sandy Retchin. State Farm Insurance was, also, awarded a certificate. REGULAR BUSINESS MEETING ~- Dr. Goins called the regular business meeting of the New Hanover County Board of Heal th (NHCBH ) to order at 8 : 15 A. M. on Wednesday, April I, 1992, in the Dr. Thomas Fanning Wood Library of the New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: Michael Goins, OD, Chairman John Coble, Vice Chairman Mary Lou Alford, RN Mary King Dean Robert G. Greer W. Leslie Hall, Jr.. PE John Leonard, DVM Spiro Macris, DDS Sheram Robinson Alan E. Thomas, MD Members Absent: W. Keith Elmore, RPh Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary - Ms. Mary Lou Alford presented the invocation. for corrections to the minutes of the meeting The minutes were approved. Dr. Goins called on March 4, 1992. -, 154 ~ Recognition: - super staff Award Dr. Goins presented the Semi -Annual Super Staff Award to Ms. Barbara Berkemeier, Social Worker, Maternal and Child Health. Departmental Focal: Dr. Michael Goins, Chairman, New Hanover County Board of Health, gave the departmental focal on the Association of North Carolina Boards of Health (ANCBH). He presented the history, organizational structure, membership data and various future plans of the ANCBH. committee Reports: Budqet Mr. Greer, Chairman, Budget Committee, stated that the NHCHD FY92-93 Budget was presented to the County Manager and Budget staff on March 17, 1992 at 4:00 P.M.. Mr. Parker explained that this budget shows a 10% reduction in operating expenses in program budgets but excludes 100% state funded programs. .... The Board of Health Budget Committee will review the Recommended FY92-93 Budget before it is presented to the full Board. Environmental Health - Mr. John Coble, Chairman, Environmental Health Committee, reported that the committee met on Friday, March 20, 1992 at 1:00 P.M.. He stated disposal of septage and grease generated in the county is excessive for disposal and treatment at the the Northside Treatment Plant. Mr. Coble informed the Board that the Rules for the Prevention and Control of Lead poisoning in Children passed by the North Carolina General Assembly supersedes the local Regulations For the Control of Childhood Lead poisoning adopted by the Board of Health on october 1, 1977. This local regulation will need to be repealed. Mr. Coble, also, stated that the Rules Governing Public swimming Pools 15A NCAC 18a .1500 do not specify enforcement of the fencing of private swimming pools as mandated by local regulations. This state regulation supersedes the local Regulations Governing the construction and Operation of Public Swimming Pools in New Hanover County adopted June 3, 1987. The local regulation needs to be repealed, renamed and amended. The .... amended regulation shall be entitled Rules Governing the Fencing of Private Pools in New Hanover County. ~ . " It was the consensus of the Board to advertise via public notice in local newspapers the consideration of the repeal of Regulations for the Control of Childhood Lead Poisoning and the repeal and amendment of Rules Governing Public Swimming Pools in New Hanover County at the May 6, 1992 Board of Health meeting. Mr. Coble stated that State Laws and Rules for Sanitary Sewage require a Public Management Entity Program on July 1, 1992 to issue permits for alternative systems in New Hanover County. Funds are not available in the health department budget to provide for the implementation of these services. Services would have to be cut in order to provide management entity. - Mr. Parker explained management entity could be provided by private enterprise or by another local government agency under the auspices of county government. Last year Environmental Health Fees were increased to help defray the management entity expenses. These fees were deposited into the County General Fund. Mr. Coble recommends management stated that the Environmental Health Committee that the health department should not participate in entity unless adequate funds are appropriated. .. Mr. Coble moved from Committee that the New Hanover County Health Department not participate in Public Management Entity unless funding is provided for expense of the program. Upon vote, the MOTION CARRIED. --- Executive Dr. Michael Goins, Chairman, Executive Committee reported that the Committee had reviewed Board members' performance appraisals of Mr. Parker, Health Director. He thanked Mr. Parker for his excellent services rendered and for a job well done. He explained that due to bUdget guidelines, no merit increases are being awarded this fiscal year. Unfinished Business: New Business: Norplant Program Mr. Parker presented the Norplant Proposal. The New Hanover County Health Department Norplant Insertion Clinic will be held twice monthly. It will be funded by private fees and Medicaid. Additional funds of $50,000 will need to be requested from the County to begin this project. - Ms. McCorkle, Maternal and Child Care Director, stated that this proposal is for 240 Norplant insertions. There is a waiting list of 400 names at the New Hanover Regional Medical Center. 156 Ms. Dean expressed opposition to the implementation of the Norplant Program due to the lack of parental consent, her concern for minors and their understanding of the contraceptive program, and the probability of an increase in sexually transmitted diseases. ,... - After discussion Dr. Goins moved that the Board approve the implementation of the proposed Norplant Program and request the County commissioners to approve $50,000 for financial support of the Norplant Clinic. Upon vote, the MOTION CARRIED. Year 2000 Objectives Mr. Hall reported that the Year 2000 Objectives Committee met on April 27, 1992 at the health department. A Committee has been formed of community leaders who will serve with Governor Martin's Year 2000 Task Force. New Hanover County was one of six counties selected for this Health Objectives Pilot Program. Mr. Hall asked for suggestions from the Board on the priority of health objectives. The committee will meet on May 8, 1992. Project ASSIST Mr. Parker announced that New Hanover and Brunswick Counties, as joint applicants, were awarded Project ASSIST. Eleven applications were submitted and approved as Project ASSIST sites. Each site will receive approximately $50,000 beginning in 1993 for five years. .... - Comments: Board Members: Dr. Goins reported that the City of Raleigh has adopted a Smoking Pollution control Ordinance (SPCO). He expressed his appreciation to the Board for their continued commitment to Public Health issues and services on Board of Health Committees. Health Director: Mr. Parker announced that Dr. Goins will address the Region IV State Health Officials on the New Hanover County SPCO at their meeting on April 3, 1992 at the Blockade Runner Hotel Conference center, Wrightsville Beach, N. C. Mr. Parker reported that the front page of the Carolina Beach newspaper stated that the City Council is considering mandating the usage of bicycle helmets for Carolina Beach bicyclers. As a result of low registration, the Health Leadership Institute scheduled for April 3 and 4 has been rescheduled for September .... 10, 1992 at the Siena in Chapel Hill, N.C. - 157 ~ Mr. Parker recognized Ms. MCCorkle, MCC Director and Chairman, March of Dimes Campaign. The March of Dimes Team Walk was held at 8: 00 A.M. on March 21, 1992 at Legion Stadium. Ms. McCorkle reported that the health department collected $2,024.02 and surpassed their goal of $2,000. The Bicycle Rodeo will be held on April 25, 1992, at UNCW Campus. Three hundred (300) bike helmets will be given away. Senior "HOT SHOT" will be held at 10:00 A.M. - 2:00 P.M. on Saturday, April 4, 1992, at the New Hanover County Health Department. This is an educational program and opportunity for high school college-bound students to update their immunizations. Besides contracting or transmitting communicable diseases such as AIDS, gonorrhea, syphilis, herpes, genital warts, hepatitis B, pelvic inflammatory disease, chlamydia, and papilloma virus, there are other risks such as unintended pregnancy and increased risk of cervical cancer. Because the signs and symptoms of many sexually transmitted diseases are not readily apparent, it is important to abstain from sex or to know you and your partner are uninfected and to remain mutually faithful. Individuals who do not know whether or not they or their partners are infected should use condoms.
