HELD IN OFFICE OF BOARD
MARCH 9, 1949

Dr. J. C. Knox and Mr. H. M. Roland.
The minutes of the last meetinr, '.rere read and approved.
The Health Officer presenteel the monthly reports.
The Health Officer e+plained to the Board members that on May 10, 1945,
the Board had adopted a regulation requiring that all meat and meat pro-
ducts sold in Wilmington and New Hanover County be slaughtered in an ap-
proved abattoir, but at that time no specific worded ordinance was drawn
up.
In order to have available for distribution, on motion by Dr. Wessell
seconded by Dr. Knox, the following Urdinance was adopted:

"Sec.!. It shall be unlawful for anJ' person, firm or corporation to
sell, offer for sale, or have in his possession with intent to sell,
meat or meat products, unless the same has been slaughtered and process-
ed in an approved abattoir, and bears an approved stamp.

"Sec. 2. If any person, firm or corporation shall violate this Orrlinance,
he, she, or they, shall be guilty of a misdemeanor, and may be fined or
imprisoned,or both, in the discretion of the court."
There being no further business, the meeting adjourned.

CALLED MLETING BOARD OF m~ALTH

Present: Mayor E. L. White, Mr. H. M. Roland, Dr. J. C. Wessell, Dr.
J. C. Knox and Dr. James H. Smith.
The meeting was called because the Board of County Commissioners had
referred to the Board of Health a proposed legislative measure desip,ned
to make Mrs. Margaret Nixon eligible for pension under the City-County
Pension System.

After a full discussion, it was moved by Dr. Wessell and seconded by Mr.
Roland that: It is the consensus of the members of the Board of Health
that due to the valuable service rendered (by Mrs. Nixon) that the members
feel that some consideration should be given to the years of service given
to the Public Health Nursing Association and the Health Department, and
that Board members are in sympathy with Mrs. Nixon's request, but that such
a matter as this comes within the province of the City Co\mcil and the County
Commissioners. Carried.

Dr. Wessell discussed the illness of the Plumbinp, Inspector and the fact
that Mr. Schrader would probably never be able to return to active duty.
It was broue;ht out that under the l1erit System an employee is entitled to
ten days sick leave per year - accumulative up to ninety days.
It was explained by the Health Officer that funds were not available in
the budget to pay the present Plumbinp, Inspector the rest of his sick leave
salary and put on a new Plumbing Inspector. It was then sug~ested that the
City and County be requested to provide any funds necessary to put on a new
Plumbing Inspector as soon as possible and, at the same time, pay the present
Inspector for the remaining sick leave due him.
The Board members were asked to consider the advisability of including cast
iron drum traps and toilet connections as well as lead traps and toilet con-
nections. The Board ruled that such action be postponed to the next regular
meeting for time for consideration.
There being no further business, the meeting adjourned.
