Dr. J. C. Knox and Dr. James H. Smith.
The minutes of the last meetines we)'e read and approved.
A letter from Mr. James D. Yopp offering his resignation as a member of the New
Hanover County Plunbing Examinine Board was read. Motion waS made by Dr. \'Iessell,
seconded by Mayor White, that his resit;nation be accepted and the Health Officer
was instructed to write ,a letter of a;Jpreciation to Hr. Yopp for his services on
the Board. Carried.
On l'lotion by Dr. Wessell, seconded by Dr. Smith, tIr. C. F. Zellers was ap!,ointed
as a member of the New Hanover COWlty Plwnbint; Examinine Board. Carried.
After a discussion of Section 4 of the Pl1Lllbine Code; it was moved by Mayor ~Thite,
seconded by Dr. Hessell, that Section 4 be left as revised by the Special Committee.
Carried.
The Boar'll agreed that the wording of Section 48 be chant;ed so that where "Pltmlbing
Inspector" appears, it shall be replaced by "Health ufficer."

examination including both the wrilten and the practical ,rork. Carried.

Bb IT RbSl,LVED: that the Consolidated Board of Health, in regular MeetinG on September
5, 1951, approve and put into effect as of this date, the Pluwibing Code as prepared
by the joint committee composed of the Superintendent of He~lth, Dr. A. H. Elliot;
Sanitary Engineer, L. I. Lassiter; PIUl'lbing Inspector, H. !lcC. Bi ;dle; Hembers of the
New Hanover County Plwnbing Examining Board, !lr. C. C. Davis, ,1. A. Yopp; and Legal
Advisor, J. C. Wessell, Jr., be adopted; suboect, however, to the chanees approved
by the Consolidated Board of Health in ret;ular meetine September 5, lq51; and also to
include the changes sugt;ested by the Special Conunittee appointed t.o review the Code
proposed by the pllli~bers' comrnittee.

It was agreed by the Consolidated Board of Health that any plumber or an:' individual
accused of violating these regulations, as adopted this date, be permitted to appear
before the Consolidated Board of Health and offer any evidence or make an:' appeal he
may desire, said appeal to be in writint;; however, the Consolidated Board of Health
takes the position that in renderint; a decision, after the appeal has been heard, the
determining factor in making such a decision shall be the Code and Regu:.ations adopt-
ed this date by the Consolidated Board of Health. Carried unanimously.

After much discussion, it \'las aereed that some uninterested and neutral person "lOuld
be permitted to read the questions to and write his answers in the case of an illite rat
see kine to take this plumbing examination. Any expense of getting someone to do this
work would be a matter for the man takine the examination. The Board of Health would

have the right to approve or disapprove the person helping the candidate on
the examination.
It was moved by Dr. \/essen, seconded by HaJ'or ~/hite, that any illiterate
person who requested the type of help above mentioned, and failing to pass
the examination, not be pe~itted to take the exaMination aGain within a
period of one yp~r, if help on the examination were requested. Carried.
The Health Ufficer requested that Mr. W. C. Haas' salary be raised from $250.00
to J2QO.OO per month. The money for this increase to be taken from the !lloney
budgeted for the position of a sanitarian which position is now vacant and
not filled. On motion by Dr. V1essell, seconded by Dr. Knox, this increase
was granted.
There being no further business, the !lleetin/3 adjourned.
