REGULAR KlNTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD
NOVEMBER 7, 1951
Present: Mr. Addison Hewlett, Chairman; Mayor E. L. White, Dr. J. C. Knox, Dr.
J. C. Wessell, Dr. James H. Smith and Mr. H. M. Roland.
The minutes of the last meeting were read and approved.
Mr. Claude O'Shields, member of the Board of the John C. Wessell Tuberculosis
Sanatorium, was present at the request of the Health Officer in order that he might
sit in on a discussion regarding the serving of milk in the original containers in
all institutions in this County as required by law. Mr. Jarrett, of the State Board
of Health, had informed the Health Officer that this provision was mandatory accord-
ing to State regulations.
Dr. Wessell expressed his opinion as thinking that it was necessary to serve milk in
individual containers at all hospitals in this County. The Health Officer was request-
ed to get Mr. Jarrett to put into writing the opinions that he had given over the
telephone and, the Health Officer was further instructed to send copies of this letter
to the hospitals.
It was reported by the Health Officer that in view of the newspaper criticism of the
plumbing inspector, (Wilmington Morning Star Nov. 7, 1951), he had requested Mr. Junious
Council, President of the Jaycees, to be present at the meeting and present to the Board
any facts they had regarding laxness on the part of the plumbing inspectors. Mr. Council
did not appear.

The question of travel for Mr. Ralph B. Holland, Sanitarian and Assistant Plumbing
Inspector, was discussed; also travel for Mr. H. M. Biddle, Plumbing Inspector. It was
brought out in the discussion that both these workers are operating their cars at a loss.
It was moved by Dr. Wessell, seconded by Mayor White, that Mr. Holland's travel be in-
creased by $40.00 per month and Mr. Biddle's by $20.00 per month. Carried.
The high rate of diphtheria in New Hanover County was discussed. The Health Officer was
instructed to send a letter to the physicians in New Hanover County requesting that they
report to the health department the actual cases of diphtheria and, the laboratory to
report all positive throat cultures for diphtheria to the physicians.
An item of $600.00 in the health department budget for uniforms for the sanitarians was
discussed. Action on this was continued until the next Board meeting.
The Secretary asked permission to use funds from the balance brought forward to increase
the salary of Mrs. Phyllis H. Meier, Junior Stenographer-Clerk, from $125.00 to $135.00
per month due to the fact that she had taken and passed the Merit System examination for
this position. On motion by Mr. Hewlett, seconded by Mayor White, this permission was
granted. Carried.

The time for the collection of garbage was discussed and it was brought out that under
the present rule requiring garbage to be collected each 24 hours it was impossible to
enforce this ruling inasmuch as the City schedule had been operated for some time on a
48 hour basis. It was moved by Dr. Wessell, seconded by Dr. Knox, that the time be
changed from 24 hours to 48 hours except over the week-ends or emergency periods in
which case 72 hours would be permitted if the garbage was properly stored and properly
protected from animals and flies. Carried.
