HELD IN OFFICE OF BOARD
OCTOBER 6, 1954

Present: Mr. Ralph T. Horton, Chairman, Mayor E. L. White, Dr. J. C. Wessell,
Dr. J. C. Knox and Dr. James H. Smith.
On motion by Mayor White, seconded by Dr. Wessell, the reading of the minutes
was dispensed with.
The Health Officer introduced Dr. Warfield Garson and Mr. D. T. Hammons of the
Venereal Disease Control Section, State Board of Health, who appeared before the
Board in the interest of the continuation of the Venereal Dise~se Prevention and
Control Program despite the cut of all federal financial assistance. Dr. Garson
stated that Venereal Diseases were on the increase throughout North Carolina and
that a cut in federal aid this year vlaG going to J1Bke it difficult to hold the line.
In his statement to the Board Dr. Garson said the State would continue to provide
for a full-time investigator and a physician, if one can be had, adding that Dr.
Dufner was sMPposed to be on his way from Missi?si~lbut at the present they didn't
know just where he is. He also mentioned that it was possible to get the part-time
services of Dr. Harry Vanvelsor in place of a full-time physician. In return for the
above services the health department would provide personnel (nurses and clerks) and
supplies.

Following a general discussion of this matter motion was made by Mayor White, seconded
by Dr. Wesoell, that if a full-time physician is provided that we will carry on as
we have in the past; will accept our part of the expense and so notify the State Board
of Health. Carried.

The Health Officer reported to the Board that in order for Mr. Allen K. Glover,
Sanitarian Aide, to further his college education he is attending Wilmington College
and working in off hours. This action das approved by the Board.
The report of the Food Sanitarian for September showed the grading of forty-nine (49)
establishments.
Mayor White, referring to the recent sanitary survey of the school lunchroom
cafeterias, took exception to this report saying that it is not the job of the
sanitarian to tell the Board of Education how to run its lunchrooms; that the heaJth
department should confine its work to that of inspecting the cafeterias and issuing
sanitary ratings; that Mr. John }~rshall of the Board of Education is capable of
running their business and that such reco~mendations didn't sit well with the Boarp
of Education. The Health Officer was inst,'ucted to pass this infonnation on to Mr.
Haas and Mr. Glover, Sanitarians.
The Health Officer reported that the nuisance at Roudabush's store due to excessive
number of chickens had been largely abated.

Mr. Edwards reported that as of January 1, 1955, all milk laboratories doing milk
work on inter-state or milk to the armed services would have to be certified; the
certifying agency in this State being the State Board of Health. Applications for
certifications had to be submitted by September 30, 1954. A letter was presented
from Dr. John H. HaIT~lton, State Board of Health, stating his unwillingness to
certify the Board of Health Milk Laboratory located in the plant of the White Ice
Cream & Milk Company. The only reason for not certifying this laboratory is that

it is not located on public property. Mr. Edwards stated that to accomplish
even a portion of the work now being done in this laboratory in the health
department I s down town laboratory would require at least $10,000.00 addi-
tional appropriation by the local appropriating authorities. In the dis-
cussion it was brought out that the most complete coverage of milk control
by a health department can be accomplished only with a laboratory located on
the premises of the milk plant. It was further stated that from general in-
formation most of the work throughout the State on milk control is being done
by industry laboratories without supervision or control by the respective
health departments.

On motion by Dr. Knox, seconded by Dr. Wessell, the Board went on record as
approving a resolution requesting that Dr. John H. Hamilton certify the health
department's laboratory located at the White Ice Cream & Milk Company.
The Health Ufficer reported that due to a new case of rabies in a dog on
October 2, 1954, it would be necessary to continue the dog quarantine for
another thirty (30) days.
Chairman Horton reported to the Board that the County Commissioners have agreed
to do certain drainage work throughout the County in an effort to alleviate
some of the mosquito problems.
The Health Ufficer had received a telephone communication from Mr. Louis T.
Moore, County Historian, that ,iss ~~ry Louise Shepard, granddaughter of Dr.
Joseph C. Shepard, Sr., Superintendent of Health several years prior to 1895,
had in her possession minutes of the Board of Health from June 14, 1879 through
September 2, 1895, and requested Mr. Moore to suggest to her what disposition ]
should be made of these historic records.
Motion was made by Dr. Knox, seconded by Mayor White, that the Board of Health
accept these minutes and decide later the proper disposition of them; and that
a letter expressing our appreciation be written to Mr. Moore and Miss Shepard.
Carried.
There being no further business, the meeting adjourned.
