HomeMy WebLinkAbout1999-05-03 RM Exhibits NORTH CAROLINA STATE DEPARTMENT OF TRANSPORTATION REQUEST FOR ADDITION TO STATE MAINTAINED SECONDARY ROAD SYSTEM North Carolina County of New Hanover Road(s) Description: TORCHWOOD BOULEVARD AND BEACON DRIVE IN WEST BAY ESTATES WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of New Hanover requesting that the above described road(s), the location of which has been indicated in red on the attached map, be added to the Secondary Road System; and WHEREAS, the Board of County Commissioners is of the op~n~on that the above described road(s) should be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the Division of Highways of the Department of Transportation for the addition of roads to the System. NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the Division of Highways is hereby requested to review the above described road(s), and to take over the road(s) for maintenance if they meet established standards and criteria. Caster, Chairman ~ #~ .. ~','0 RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS- OPPOSITION TO PROPOSAL THAT WOULD HAVE NORTH CAROLINA COUNTIES FUND 50 PERCENT OF THE NON-FEDERAL SHARE FOR MENTAL HEALTH MEDICAID SERVICES WHEREAS, New Hanover County is one of 100 counties in the state of North Carolina dedicated to the principles of accountability, fiscal responsibility, and good government; and WHEREAS, between fiscal years 1990-91 and 1997-98 New Hanover County has experienced an increase of 166 percent in the local share of Medicaid funding; this obligation equals $.043 on the ad valorem tax rate and 24 percent of the total taxes collected in the County for social service programs; and WHEREAS, North Carolina is one of only seven states which requires counties to match Medicaid costs; and WHEREAS, Governor Jim Hunt is proposing to increase from 15 percent to 50 percent the non-federal share for mental health Medicaid services paid by North Carolina counties; and WHEREAS, this type of unfunded mandate will place a severe financial burden on New Hanover County and its taxpayers. NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners hereby requests the New Hanover County delegation to the North Carolina General Assembly to oppose any legislation that would increase the Medicaid funding burden on North Carolina counties. (7) Historical. Archeological. and Cemetery Sites (A) If a developer wishes to develop a site with known historical, archeological, and/or cemetery resources, he shall either I Provide for a thorough site investigation by a professional historian, archeologist, or related expert as appropriate and sllbject to approval by the COllnty. . . Section 2. Any ordinance or part of any ordinance in conflict with this ordinance, to the extent of such conflict is hereby repealed. Section 3 This ordinance is adopted in the interest of public health, safety, morals, and general welfare of the inhabitants of the County of New Hanover, North Carolina, and shall be in full force and effect from and after its adoption. Caster Chairman ~p~ DM Clerk to the Board RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS- OPPOSITION TO ANY REDUCTION IN STATE REIMBURSEMENTS TO LOCAL GOVERNMENTS WHEREAS, New Hanover County is one of 100 counties in the state of North Carolina dedicated to the principles of accountability, fiscal responsibility, and good government; and WHEREAS, it is our understanding that in recent weeks leaders in both the legislative and executive branches have begun to consider reimbursements to local governments as potential sources of revenue for the State; and WHEREAS, State reimbursements are payments to local governments to compensate for repeal by the General Assembly of taxes that had generated local revenue, notably taxes on intangible property and business inventories; and WHEREAS, the intangible tax reimbursement to local govermnents is $129 million. Of this amount, the New Hanover County and City of Wilmington share is a total of $3.3 million, and WHEREAS, the state of North Carolina severely limits the means by which local governments may generate revenue; and WHEREAS, the elimination of State reimbursements to local governments by the State will place a severe financial burden on New Hanover County and its taxpayers; NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby requests the New Hanover County delegation to the North Carolina General Assembly to oppose any action that would reduce or eliminate State reimbursements to local governments.
